Availability of MCTP 11-10B, the Commanders Handbook on the Law of Naval Operations

This MARADMIN announces the availability of Marine Corps Tactical Publication (MCTP) 11-10B, The Commander's Handbook on the Law of Naval Operations, dated 01 Aug 2017. The publication supersedes MCWP 5-12.1 and provides operational commanders and staff at all levels with guidance on the rules of law governing naval operations in peacetime and during armed conflict, with updates on the law of the sea and law of armed conflict.

The Deputy Commandant, Combat Development and Integration has published Marine Corps Tactical Publication (MCTP) 11-10B, The Commander's Handbook on the Law of Naval Operations, dated 01 Aug 2017.  MCTP 11-10B, The Commander's Handbook on the Law of Naval Operations is available for download via the United States Marine Corps doctrine website at https:(slant)(slant)www.doctrine.usmc.mil.<br>
2.  Background.  MCTP 11-10B, The Commander's Handbook on the Law of Naval Operations supersedes Marine Corps Warfighting Publication (MCWP) 5-12.1, The Commander's Handbook on the Law of Naval Operations (Jul 2007).  MCTP 11-10B, The Commander's Handbook on the Law of Naval Operations is intended to provide operational commanders and supporting staff, at all levels of command, with an overview of the rules of law governing naval operations in peacetime and during armed conflict.  This publication updates and expands upon various topics regarding the law of the sea and the law of armed conflict.<br>
3.  Coordinating instructions. Reference (a) details steps required to request publication hard copies, however, this publication will be disseminated via electronic distribution only unless commanders submit compelling needs justification for printed copies.  Units requiring print allocations must follow procedures identified in reference (a), paragraph 4a(2).  For Marine Corps Publication Distribution System (MCPDS) identification purposes, the publication control number is 147 000042 00.<br>
4.  This MARADMIN is applicable to Marine Corps total force.<br>
