Government Travel Charge Card Program (GTCCP)
This MARADMIN reiterates and clarifies policies for the Government Travel Charge Card Program (GTCCP) and mandatory split disbursement process to help commands achieve the Assistant Commandant's goal of a 4% delinquency rate by August 26, 2004. It emphasizes that all personnel not specifically exempt must use the GTCC for official temporary duty travel, outlines procedures for account transfers and hierarchy changes, and stresses that card abuse and misuse will not be tolerated.

1. THE PURPOSE OF THIS MESSAGE IS TO REITERATE AND CLARIFY CERTAIN POLICIES INHERENT TO THE GTCCP AND THE MARINE CORPS MANDATORY SPLIT DISBURSEMENT PROCESS. THE INFORMATION CONTAINED IN THIS MESSAGE WILL AID ALL COMMANDS IN MEETING THE ACMC GOAL OF REACHING A 4% DELINQUENCY RATE BY 26 AUG 2004. RESPONSIBLE CARDHOLDERS, PROACTIVE PROGRAM MANAGEMENT BY AGENCY PROGRAM COORDINATORS (APC), AND INFORMED AND ENGAGED COMMAND LEADERSHIP, ARE THE KEYS TO SUCCESSFUL PROGRAM MANAGEMENT. 2. ALL PERSONNEL NOT SPECIFICALLY EXEMPT FROM POSSESSING A GTCC ARE REQUIRED BY LAW TO UTILIZE THE GTCC FOR OFFICIAL TEMPORARY DUTY TRAVEL. DON AND USMC POLICY MANDATES SPLIT DISBURSEMENT FOR TRAVELERS AT ALL LEVELS. EXEMPTIONS FROM THE MANDATORY SPLIT DISBURSEMENT PROCESS ARE THE EXCEPTION, NOT THE NORM. WHEN GRANTING AN EXEMPTION TO MANDATORY SPLIT DISBURSEMENT, THE COMMANDER IS REQUIRED TO STATE THE SPECIFIC REASON FOR EXEMPTION. THIS REPRESENTS A CHANGE TO REF C. 3. ACCOUNT TRANSFERS: A. ACCOUNTS WITH DELINQUENT BALANCES WILL NOT BE TRANSFERRED TO THE GAINING COMMAND; THE CARDHOLDER'S ACCOUNT SHOULD BE PAID IN FULL PRIOR TO TRANSFER. WHEN THAT IS NOT POSSIBLE, THE LOSING COMMAND MUST COORDINATE EXPEDITIOUS COLLECTION ACTION WITH THE GAINING COMMAND. B. THE APC OF THE GAINING COMMAND MUST JOIN EVERY NON-DELINQUENT CARDHOLDER WHEN THEY ARRIVE. THE APC MUST ALSO ENSURE THE ACCOUNT IS DEACTIVATED WHEN THE CARDHOLDER DETACHES FOR PCS OR SEPARATION FROM THE SERVICE. C. ALL INCOMING/NEW PERSONNEL THAT POSSESS A GTCC ARE REQUIRED TO SIGN A STATEMENT OF UNDERSTANDING WITH THE GAINING APC. AN EXAMPLE CAN BE FOUND IN REF B. THIS SERVES AS NOTIFICATION TO THE CARDHOLDER THAT ABUSE/MISUSE WILL NOT BE TOLERATED. 4. GTCCP REPORTING STRUCTURE (HIERARCHY) CHANGE REQUESTS: A. NO HIERARCHY CHANGE REQUESTS WILL BE IMPLEMENTED UNLESS BOTH THE LOSING AND GAINING COMMAND ARE IN AGREEMENT ABOUT THE CHANGE AND THE GAINING APC HAS BEEN IDENTIFIED. B. A REQUEST FOR A HIERARCHY CHANGE REQUEST BETWEEN MAJOR COMMANDS WILL BE ROUTED THROUGH THE COMPONENT PROGRAM MANAGER (CPM). THE CPM IS HQMC, (RFF). HIERARCHY CHANGES BETWEEN ACTIVITIES WITHIN A SPECIFIC HL-3 WILL BE ROUTED THROUGH THE HL-3 APC AND DO NOT REQUIRE APPROVAL OF THE CPM. 5. COMMAND REVIEW: ENSURE THAT APC'S AND COMMAND LEVEL POC'S REVIEW THE TRANSACTION ACTIVITY REPORT, NON-TRAVEL ACTIVITY REPORT AND THE EXCEPTIONS REPORT TO IDENTIFY POTENTIAL MISUSE. MANDATORY MONTHLY REPORTS ARE DISCUSSED IN GREATER DETAIL IN REF B. 6. WHEN DETERMINING THE MANDATORY SPLIT DISBURSEMENT AMOUNT AS DIRECTED BY REF C, TRANSPORTATION EXPENSES DO NOT INCLUDE COSTS FOR TAXIS, SHUTTLES, PRIVATELY OWNED VEHICLE EXPENSES, PARKING AND OTHER LOCAL TRANSPORTATION EXPENSES. 7. BANK OF AMERICA HAS PROVIDED A NEW PAYMENT OPTION; WWW.MYEASYPAYMENT.COM IS AVAILABLE TO MAKE AN ONLINE PAYMENT TO YOUR GTCC. THIS SERVICE IS PROVIDED FREE OF CHARGE. IT DOES NOT NEGATE THE GUIDANCE SET FORTH IN REF C, REGARDING MANDATORY SPLIT DISBURSEMENT. SPECIFIC INSTRUCTIONS ON THE USE OF THIS PAYMENT OPTION CAN BE FOUND AT THE WEBSITE. 8. ANY CASE OF OUTSTANDING DELINQUENCY OR MISUSE INVOLVING INDIVIDUALS WITH SECURITY CLEARANCES MUST BE REPORTED TO THE APPROPRIATE SECURITY MANAGER. 9. COMMANDERS MUST MAKE IT CLEAR TO CARDHOLDERS THAT ABUSE (DELINQUENCY) AND MISUSE (UNAUTHORIZED USE) OF THE CARD WILL NOT BE TOLERATED. 10. THE MARINE CORPS GTCC PROGRAM MANAGER (RFF) WILL CONTINUE TO PROVIDE COMMANDERS WITH MONTHLY UPDATES AS SOON AS POSSIBLE AFTER THE END OF THE BILLING CYCLE, AND NO LATER THEN THE FIFTH OF EACH MONTH, OUTLINING COMMAND DELINQUENCY AND GOAL ATTAINMENT.
