Announcement of Fiscal Year 2024 Career Designation Panel 2 for Active Component Marine Officers
This MARADMIN announces the Fiscal Year 2024 Career Designation Panel 2 (CDP2), convening on or about 6 August 2024, to screen active component Marine officers for career designation beyond their initial service agreement. The message outlines updated eligibility criteria, removes the previous 540-day fitness report requirement, and provides instructions for officers to verify their eligibility status and submit communications to the panel by 30 July 2024.

1. The Fiscal Year 2024 (FY24) Career Designation Panel 2 (CDP2) will convene on or about 6 August 2024. CDP2 will screen active component officers for Career Designation (CD). The CDP enables the Marine Corps to retain the highest quality officers beyond their initial service agreement. 2. Eligibility Requirements 2.a. The previous requirement for 540 days of processed observed fitness report time is removed from this and future CDPs. This requirement is replaced with the below eligibility criteria, which must be met for screening officers. 2.b. Must be assigned a non-student Primary Military Occupational Specialty (PMOS) and designated in their PMOS no later than 12 February 2023. For example, an officer that graduated Infantry Officers Course (IOC), was assigned a PMOS of 0302 on following 4 February 2023, and has served continuously for 540 days PMOS assignment (IOC graduation) will meet this eligibility requirement. 2.c. Must be an unrestricted officer in the Active Component (AC) and have not previously declined CD. Must be a first lieutenant with a date of rank no later than 20 May 2024 or a captain/captain select. First lieutenants who have been twice passed for promotion to captain are not eligible to screen. 2.d. Must have an expiration of active service (EAS) date no earlier than 30 November 2024. AC officers not selected by the CDP may request an EAS extension up to 31 July 2025 for the purpose of transition. AC officers who decline CD will execute their current EAS. 3. Coordinating Instructions 3.a. Officers who were selected to captain on the FY25 Captain Promotion All Fully Qualified Officer List (AFQOL) will be automatically offered CD if they satisfy the eligibilty criteria listed above. 3.b. The CDP will screen all officers who satisfy the eligibility criteria listed above. Prior to the convening of the CDP, the Retention and Release Officer will publish a list of all eligible officers at https://www.manpower.usmc.mil/wordpress/?active_marine=active- marines-home/manpower-management-division/mmoa/mmoa-3-homepage. 3.c. Every non-CD officer is encourged to review the eligibility list prior to the panel convening and contact the RRO if they believe their name should or should not be on the eligibiltiy list. 3.d. The RRO will report will also report a code 1 "Active Screening on a CDP" to the Marine Corps Total Force System (MCTFS) Officer Data (OFFD) screen via Unit Diary Marine Integrated Personnel System. 3.e. Admin Chiefs, Personnel Chiefs, Personnel Officers, Manpower Officers, IPACs and G1's can utilize the OFFD screen via MCTFS to verify an officer's CD status. 3.f. Any eligible officer with a current EAS that does not support at least one opportunity for CD screening may request an EAS extension in accordance with enclosure 2 of reference (a). Requests must be submitted to MMOA-3 at SMBMANPOWEROFFICERPR@USMC.MIL no later than 30 July 2024. 3.g. Communication with the panel is not required. However, if an officer chooses to communicate with the panel, such communication shall be sent to MMOA-3 at SMBMANPOWEROFFICERPR@USMC.MIL no later than 30 July 2024. Any late communication will not be presented to the panel. All correspondence must be saved as a single PDF file and named "EDIPI_LastName_CD". Failure to do so will result in material not being forwarded to the CDP. 3.h. Remove by Request (RBR) correspondence is not required for CDP. If an officer desires to remove themselves from screening, they may reach out to point of contact listed above. 4. This MARADMIN is not applicable to the Marine Corps Reserve. 5.
