Update #1 to the Fiscal Year 2020 Announcement and Coordinating Instructions for the Staff Noncommissioned Officer Academy Reserve Component Schools

This MARADMIN provides an update to the Fiscal Year 2020 Staff Noncommissioned Officer Academy (SNCOA) Reserve Component Schools schedule, adding two additional class dates. It announces remaining class dates for Sergeants School, Career School, and Advanced School at Marine Corps Base Quantico, Twentynine Palms, and Camp Pendleton, with courses running from July through August 2020. The message applies to Selected Marine Corps Reserve, Individual Ready Reserve, and Individual Mobilization Augmentee personnel.

1.  This MARADMIN announces the Fiscal Year (FY) 2020 Staff Noncommissioned Officer Academy (SNCOA) Reserve Schools remaining for this FY, which includes the addition of two school class dates.  Marine Corps University lists the FY 2020 reserve component class dates for the SNCOAs via The College of Enlisted Military Education (CEME) website at https:(slash)(slash)www.usmcu.edu/ceme under Academic Calendar.<br>

3.  Coordinating Instructions<br>
3.A.  The current version of the command screening checklist (CSC), reference D may be downloaded from the Enlisted College website, under the Education Resources section.  The current version of reference D is dated October 2018.  Previous versions are no longer valid and will be rejected.<br>
3.B.  Due to the unique characteristics of the Selected Marine Corps Reserve and the recent guidance on Physical Fitness Test (PFT), the most recent recorded PFT score will be acceptable on the CSC.<br>
3.C.  Commanders/Inspector-Instructor (I-I) must review all packages and sign the CSC within 90 days of the school report date.  Checklists signed by individuals other than the commander/I-I will be rejected and result in the Marines return home.  Commanders/I-Is who fail to properly complete the CSC and send unqualified Marines will be notified in a letter of noncompliance via the chain of command.<br>
3.D.  School Prerequisites<br>
3.D.1.  The prerequisites for all schools can be located on the CEME website in the Reporting Instructions section for each regional academy.<br>
3.D.2.  Duty Status:  Sergeants, Career, and Advanced School students may attend in a limited duty or pregnancy status with waivers that have been approved by the Director, CEME.  See the instructions contained in reference D for specific guidance.<br>
3.E.  School Registration<br>
3.E.1.  Units must submit their nominations through their respective Major Subordinate Commands (MSC) representative for registration in Marine Corps Training Information Management System (MCTIMS).  All nominations, regardless of location, must be received by the respective MSC no later than (NLT) 45 days prior to the class reporting date.<br>
3.E.2.  Students who have been registered in MCTIMS, but can no longer attend a scheduled course, must have their registration cancelled within the MCTIMS student registrar module.  Cancelling a students registration is the unit S-3/G-3 responsibility and shall be coordinated with the respective MSC representative.<br>
3.F.  Appropriation Data<br>
3.F.1.  Professional Military Education (PME) remains a priority and responsibility of Marine Forces Reserve (MFR) G-3.  School orders will be used and routed through MFR G-3.  Annual training orders should not be used for PME.<br>
3.F.2.  Rental car is not authorized.<br>
3.F.3.  Marine Reserve Order Writing System (MROWS) will be routed to MFR G-3 NLT 30 business days prior to the course report date.<br>
3.F.4.  Additional MROWS appropriation data can be found in Reserve School Registration (RSR) on the CEME website at https:(slash)(slash)www.usmcu.edu/ceme/registration.<br>
4.  Amplifying Instructions<br>
4.A.  Specific instructions regarding reporting, uniforms, times, gear lists, school material, messing instructions, and billeting availability is accessible via the CEME website.<br>
4.B.  All students are highly encouraged to bring laptops or tablet devices to download student material for ease of use while attending the academy.  Student materials may be downloaded at any time from https:(slash)(slash)www.marinenet.usmc.mil/moodle/course/view.php?id=65.<br>
4.C.  Students are encouraged to review the CEME website for any additional information.<br>
