MARADMIN 304/17 announces the publication and availability of Marine Corps Tactical Publication (MCTP) 13-10B, Combat Cargo Operations, dated 01 June 2017. This revised warfighting publication updates terminology and doctrine related to combat cargo and amphibious operations, and is available for electronic download via the USMC doctrine website. The publication supersedes Marine Corps Reference Publication 4-11C, Combat Cargo Operations Handbook, dated 27 September 2010.

1. The Deputy Commandant, Combat Development and Integration, has published Marine Corps Tactical Publication (MCTP) 13-10B, Combat Cargo Operations, dated 01 June 2017. MCTP 13-10B, Combat Cargo Operations, is available for download via the United States Marine Corps doctrine website at https:(slant)(slant)www.doctrine.usmc.mil. 2. Background. MCTP 13-10B, Combat Cargo Operations, is a revised warfighting publication that updates terminology that aligns with current Marine Corps and Joint doctrinal terminology, relative to combat cargo and amphibious operations. This publication addresses the tactics, techniques and procedures for combat cargo personnel, amphibious embarkation planning and execution, ship-to-shore movement, landing force operational reserve material (LFORM), ammunition, well deck and flight deck operations, and maintenance of landing force spaces aboard amphibious warfare ships. MCTP 13-10B, Combat Cargo Operations, supersedes Marine Corps Reference Publication 4-11C, Combat Cargo Operations Handbook, dated 27 September 2010. 3. Coordinating instructions. Reference (a) details steps required to request publication hard copies, however, this publication will be disseminated via electronic distribution only unless commanders submit compelling needs justification for printed copies. Units requiring print allocations must follow procedures identified in reference (a), paragraph 4a(2). For MCPDS identification purposes,the publication control number is 147 000002 00. 4.
