2004 Single Marine Program (SMP) Forum
This MARADMIN announces the 2004 Single Marine Program (SMP) Forum scheduled for September 19-25, 2004, at the National Conference Center in Leesburg, VA. The forum is designed for Senior Enlisted Advisors, Council Representatives, and SMP Coordinators to discuss policy, quality of life issues, share program accomplishments, and network with other SMP representatives. Registration is required by September 7, 2004, via online form only.

1. THE ANNUAL SMPFORUM WILL CONVENE 19-25 SEPT 04 AT THE NATIONAL CONFERENCE CENTER, LEESBURG, VA. THIS EVENT ALLOWS SENIOR ENLISTED ADVISORS (SEA), COUNCIL REPRESENTATIVES, AND SMP COORDINATORS THE OPPORTUNITY TO DISCUSS POLICY RELATED ITEMS, COMMON QUALITY OF LIFE ISSUES, SHARE PROGRAM ACCOMPLISHMENTS, AND NETWORK WITH OTHER SMP REPRESENTATIVES. INSTALLATIONS WITH AN ESTABLISHED SMP WILL BRIEF ON THEIR BASE PROGRAMS AND AS APPROPRIATE, ACCOMPLISHMENTS TOWARD THE 2003 REGIONAL CONFERENCE GOALS. HQMC SUBJECT MATTER EXPERTS WILL PROVIDE INFORMATION ON TRENDS AND DEVELOPMENTS RELEVANT TO JUNIOR MARINES AND THE SMP. INSTALLATION SINGLE MARINE PROGRAMS MAY ALSO SET UP DISPLAYS DEPICTING THEIR OVERALL PROGRAM AND SPECIAL EVENTS. DISPLAY SPECIFICS ARE PROVIDED ON THE WEBPAGE. 2. COMMANDERS WILL ENSURE THE WIDEST DISSEMINATION OF THIS MESSAGE TO ALL SEA/SMP COORDINATORS/COUNCIL REPS AND SHOULD AFFORD THEM THE OPPORTUNITY TO ATTEND CONSISTENT WITH OPERATIONAL COMMITMENTS. PARTICIPANTS ARE REQUIRED TO REGISTER NO LATER THAN 07 SEP 04. TELEPHONE REGISTRATIONS WILL NOT BE ACCEPTED. THE REGISTRATION FORM IS ACCESSABLE AT WWW.USMC-MCCS.ORG/SMPCONF/REGISTERFORM.CFM. ON LINE REGISTRATION INCLUDES LODGING AND FORUM INFORMATION. 3. DETAILED LOGISTICAL INFORMATION AND PERIODIC AGENDA UPDATES ARE PROVIDED AT WWW.USMC-MCCS.ORG/SMPCONF. TRAVEL AND PER DIEM WILL BE FUNDED BY INDIVIDUAL COMMANDS. GOVT QUARTERS AND MESSING ARE NOT AVAILABLE. MEALS WILL BE PROVIDED ON LOCATION. TOTAL COST FOR LODGING AND MEALS IS $165 PER PERSON PER DAY, THIS INCLUDES $117 FOR LODGING AND $48 FOR MEALS. TRAVEL ARRANGEMENTS SHOULD BE MADE FOR ARRIVAL ON 19 SEP O4 AND DEPARTURE ON 25 SEP 04. RECOMMEND ARRIVAL/DEPARTURE AT DULLES AIRPORT FOR ATTENDEES WHO WILL TRAVEL VIA COMMERCIAL AIRCRAFT. TRANSPORTATION WILL BE PROVIDED FOR EVENTS NOT HELD AT THE NATIONAL CONFERENCE CENTER. 4. TAD ORDERS WILL BE NON-REPORTING; HOWEVER, ATTENDEES SHOULD HAVE ORDERS IN THEIR POSSESSION UPON CHECK-IN AT THE CONFERENCE FACILITY. FOR MILITARY SERVICE MEMBERS, HEALTH AND DENTAL RECORDS ARE NOT REQUIRED. 5. COMMANDS WILL COMPLY WITH MCO 4600.7 CONCERNING THE GOVERNMENT TRAVEL CARD, ESPECIALLY ENSURING THAT APC'S ACTIVATE GOVERNMENT TRAVEL CARDS PRIOR TO ATTENDEE DEPARTURE FROM THEIR COMMAND. ATTENDEES WITHOUT TRAVEL CARDS SHOULD HAVE THAT ANNOTATED IN THEIR ORDERS, AND A TRAVEL ADVANCE SHOULD BE ISSUED PRIOR TO DEPARTURE FROM THEIR COMMAND. 6.
