Personnel Security Clearances and Background Investigations for Non-Classified Internet Protocol Router Network (NIPRNET) Access

This MARADMIN establishes policy for personnel security clearances and background investigations required for Non-Classified Internet Protocol Router Network (NIPRNET) access. All individuals seeking a NIPRNET account must have a background investigation initiated by their sponsoring organization, with minimum requirements including a favorable FBI fingerprint check and submission of a National Agency Check with Inquiries (NACI). Commands must monitor investigation results and de-provision accounts if final background investigations are unfavorable.

1. IAW references (a) through (d), a favorable background investigation (BI) is required for those individuals eligible for a network account.
2.  Policy.  The Marine Corps will follow an interim approval process for the initial provisioning of NIRPNET account in regard to background investigations.
a.  A background investigation shall be initiated by the sponsoring organization before a network account can be provisioned.  The mechanisms required to verify completion of background investigation activities for DoD, military, and civilian populations are managed within the Marine Corps human resources and personnel security communities IAW reference (a).
b.  Initial provisioning of a network account requires, at a minimum, the completion of the Federal Bureau of Investigation (FBI) fingerprint check with favorable results and submission of a National Agency Check with Inquiries (NACI) or tier designation approved in paragraph 4.c (2)(a) (page 4) of reference (e).
c.  The command must have a review, status, communication process in place to action final results of accounts under initial provisioning using the terms of paragraph 2.b. of this MARADMIN.
d.  Final background investigations which are less than favorable will result in the de-provisioning of the network account.
e.  Approval of access for individuals with a "No Determination Made" result will be made in writing by the Commanding Officer.  Decisions and approvals for this access cannot be delegated per reference (a).
f.  When data is not available within the infrastructure on the background investigation status for an applicant (e.g., foreign national military), the sponsor shall be responsible for confirming that the required background investigation procedures comply with reference (a) before a network account is authorized for provisioning.
3.  This policy will remain be in force until cancelled, superseded or incorporated in reference (c).
