Announcement of the Marine Forces Reserve (MARFORRES) Billet Identification Code (BIC) Alignment Plan (BAP)
This MARADMIN announces the Marine Forces Reserve (MARFORRES) Billet Identification Code (BIC) Alignment Plan (BAP), formerly known as the Prior Service Alignment Plan. The BAP aims to realign Reserve Marines serving in billets misaligned with their rank or Military Occupational Specialty (MOS) into units with appropriate vacancies to improve personnel readiness. Marines who remain misaligned at the end of a BAP cycle may be subject to involuntary transfer to the Individual Ready Reserve (IRR).

1. Purpose. To introduce the Marine Forces Reserve (MARFORRES) Billet Identification Code (BIC) Alignment Plan (BAP), previously known as the Prior Service Alignment Plan. Per the references, the BAP will serve to realign personnel serving in billets misaligned with their rank or Military Occupational Specialty (MOS) into units with vacancies to improve reserve unit personnel readiness. 2. Background. Marines and commands identified by the BAP cycle will be notified of the alignment requirement and be given opportunity to rectify the assignment discrepancy within their unit, conduct an interunit transfer to a unit with an open BIC, execute a lateral move to an open BIC, or request a deferment. Marines who remain misaligned at the end of the cycle are subject to involuntary transfer to the Individual Ready Reserve (IRR). 3. Concept of Operations. In separate correspondence, CMC (RAP) will authorize MARFORRES to initiate BAP cycles, outlining the specific populations and parameters for each cycle. 4. Action. In preparation for the upcoming BAP cycle, MARFORRES units will manage their BIC discrepancy reports and align SMCR personnel with billets appropriate for their rank and MOS. 5.
