32nd Enlisted Retention Task Force (ERTF) Conference

This MARADMIN summarizes the 32nd Enlisted Retention Task Force (ERTF) Conference held on July 20, 2005, which reviewed FY05 retention progress and FY06 planning. The message covers retention statistics, Career Retention Specialist (CRS) updates including the new Automated Career Retention System (ACRS), and announces the next conference scheduled for September 21, 2005.

1. THE 32ND ENLISTED RETENTION TASK FORCE (ERTF)
CONFERENCE WAS HELD ON 20 JUL 05. THIS MARADMIN REVIEWS TOPICS
DISCUSSED AND ANNOUNCES THE DATE FOR THE NEXT CONFERENCE.
2. TOPICS DISCUSSED:
 A. FY05 RETENTION UPDATE: AS OF 04 AUG 05, 102.0% OF THE FIRST
TERM ALIGNMENT PLAN (FTAP) WAS EXECUTED, OF AN AGGREGATE 
REENLISTMENT GOAL OF 5,949; MOS MATCH WAS AT 95.9%. CURRENTLY, 
164 MOS' ARE CLOSED AND 28 MOS' REMAIN OPEN. OF THE SUBSEQUENT TERM
ALIGNMENT PLAN (STAP), 120.8% OF THE FY05 GOAL OF 5,079 HAD BEEN 
EXECUTED; MOS MATCH WAS 77.5%.
 B. CRS INFORMATION:
 (1) FY05 FTAP REMAINS OPEN IN ORDER TO CONTINUE FILLING OPEN
BOATSPACES. MMEA'S GOAL IS TO INCREASE MOS MATCH DURING THE REMAINDER OF 
FY05. AS OF 04 AUG 05, THERE WERE 113 BOATSPACES STILL OPEN.
 (2) PER REF C, THE F05 SRB HAS BEEN EXTENDED TO 30 SEP 05.
OBLIGATING THE REMAINDER OF FY05 SRB MONIES SUPPORTS M&RA'S REQUEST
FOR ADDITIONAL SRB FUNDING FOR FY06.
 (3) CRS MCI STUDY UNITS 1-4, AND VALIDATION ARE COMPLETE.
LATE AUG 05 IS THE TARGET DATE FOR COMPLETION.
 (4) THE AUTOMATED CAREER RETENTION SYSTEM (ACRS) IS BEING
DEVELOPED TO REPLACE TFRS. IT IS INTENDED TO PROVIDE THE CAPABILITY 
FOR DECENTRALIZED REENLISTMENT EXECUTION. COST OF THE PROGRAM IS 
$6.4M. SEP 06 IS THE TARGET DATE TO HAVE THE COMPLETE SYSTEM
RUNNING, AND BEGIN PHASING OUT TFRS. THE NEW SYSTEM WILL ALSO 
INCLUDE THE IDENTIFICATION OF THE SUB-COMMAND OF EACH RELM TO 
SIMPLIFY MANAGEMENT.
 (5) DEMOBILIZED MARINES: UPDATE TO MARADMIN 242/05 TO
FOLLOW IN THE NEXT 30 DAYS, AND WILL OUTLINE THE SUBMISSION PROCESS 
IN GREATER DETAIL.
 (6) CRS OF THE YEAR SUBMISSIONS PER REF D.
 C. FY06 INFORMATION: PER REF B, ENLISTED RETENTION GUIDELINES 
HAVE BEEN RELEASED FOR FY06. FAST FILLING MOS BOARDS ARE SCHEDULED 
FOR THE 2ND AND 4TH WEEK OF AUG 05. ACCURACY IN RELM SUBMISSION, IN 
ORDER TO PREVENT RETURNED NO ACTION TAKEN (RNA), AND RETURNED NOT IN 
COMPLIANCE (RNC), IS A PRIORITY. USE TFRS FOR CROSS FY EXTENSIONS
FOR DEPLOYMENT (FORMERLY KNOWN AS TOUR II). 
 D. MMEA COMMMAND VISITS: THE FY06 COMMAND VISIT SCHEDULE WAS
BRIEFED DURING THE CONFERENCE. THE FINAL SCHEDULE WAS PUBLISHED VIA 
MARADMIN 356-05. 
 E. FY06 FIRST TERM ALIGNMENT PLAN END OF ACTIVE SERVICE (FTAPEAS)
SURVEY: A MARADMIN THAT COVERS THE REQUIREMENTS FOR THIS SURVEY WILL
BE RELEASED BY MPP-50 SHORTLY; 100% PARTICIPATION IS REQUESTED.
THIS SURVEY WILL AID HQMC WITH FUTURE RETENTION PLANS.
3. COMMENTS FROM THE FLEET CRS':
 A. 03XX AND 6XXX SRB RATES FOR FY06 SHOULD REMAIN AT OR EXCEED
THE FY05 RATES (I MEF AND MARFORLANT). MMEA WILL FORWARD THE CRS'
POSITION TO MPP.
 B. RESERVE DEMOBILIZATION SHOULD BE DONE IN HAZARDOUS DUTY AOR
WHENEVER POSSIBLE (IMEF). MMEA CONTINUES WITH ITS HQMC WORKING
GROUP TO ADDRESS THE VARIOUS ADMINISTRATIVE AND FUNDING CONSTRAINTS.
 C. CRS SCHOOLHOUSE STATED THAT TO BETTER INSTRUCT CRS STUDENTS
ON SDA SCREENINGS, THE FOLLOWING WILL BE ADDED TO THEIR POI:
 (1) STEP-BY-STEP INSTRUCTIONS OF THE SDA SCREENING
CHECKLIST.
 (2) GROUP DISCUSSION.
 (3) RECRUITER SCHOOL DIRECTOR'S INPUT DURING ETHICS BRIEF.
4. THE NEXT ERTF CONFERENCE WILL BE 21 SEP 05 AT 1530 EST.
5. A DETAILED AGENDA FOR THE 33RD ERTF CONFERENCE WILL BE ON THE 
MMEA-6 WEBSITE AND WILL ALSO BE POSTED IN TFRS FOR THE CONFERENCE
ATTENDEES TO ACCESS.

ANGELINI OR GYSGT K.D. YON TO ALLOW FOR PROPER STAFFING.
