Implementing Guidance for Permissible and Impermissible Political Activities Training
This MARADMIN implements Secretary of the Navy guidance requiring all uniformed Marine Corps personnel to complete training on permissible and impermissible political activities by 15 September 2024. Commanders must ensure all subordinate uniformed personnel receive this training, with completion recorded in electronic service records via MCTIMS using the code "2024 SECNAV Directed Political Activities Training."

1. This is a Deputy Commandant for Manpower and Reserve Affairs; Commanding General, Training and Education Command; Director, Marine Corps Staff; Counsel for the Commandant; and Staff Judge Advocate to the Commandant of the Marine Corps coordinated message to comply with Secretary of the Navy direction regarding political activities. This MARADMIN provides instructions and administrative details for conducting the training of uniformed personnel on political activities as required by reference a. 2. APPLICABILITY. This MARADMIN applies to the Total Force. 3. BACKGROUND. Reference (a) directs commanding officers and supervisors to train personnel on permissible and impermissible political activities by 15 September 2024. 4. EXECUTION. Commanders are hereby directed to ensure that all subordinate uniformed personnel receive this required training. Completion of the training will be annotated in electronic service records. 5. Service Members 5.a. Commanders will ensure that service members are trained in accordance with reference (a) using the training materials available at https://www.mnp.navy.mil/group/training-education-qualifications /gmt. Commanders may utilize alternative training materials and methods, if doing so is in keeping with the requirements of the references. 5.b. Completion of training for uniformed service members will be recorded via Marine Corps Training Information Management System (MCTIMS) using the code 2024 SECNAV Directed Political Activities Training. 5.c. A MarineNet course is in development. When available, completion of that course will satisfy these training requirements and will automatically record completion in MCTIMS. 6. Civilian Personnel. Further instruction regarding training for civilian personnel in accordance with reference (a) is forthcoming. 7. Marines, Sailors, and Federal civilian employees with questions concerning permissible political activities should consult with their supporting Staff Judge Advocate or Counsel's Office before engaging in such activity.
