Total Force Administration System (TFAS) and Marine Online (MOL) Fielding Update
This MARADMIN provides an update on the fielding of the Total Force Administration System (TFAS) and Marine Online (MOL), a web-based, self-service platform for Marine Corps pay and personnel administration. Commanders are requested to ensure all Marines, civilian Marines, and other service members involved in TFAS processes obtain MOL accounts by September 30, 2005, to take full advantage of current and upcoming automated capabilities.

1. TOTAL FORCE ADMINISTRATION SYSTEM (TFAS) IS THE WEB BASED, SINGLE SIGN ON, PREDOMINATELY SELF-SERVICE ENVIRONMENT FOR MARINE CORPS PAY AND PERSONNEL ADMINISTRATION. TFAS IMPROVES MARINE CORPS ADMINISTRATION BY AUTOMATING PROCESSES, DECREASING REDUNDANCY, AND MOVING DATA INPUT CLOSER TO THE AUTHORITATIVE SOURCE. 2. CURRENT REPORTING UNIT (RUC) LEVEL CAPABILITIES INCLUDE AN ELECTRONIC MORNING REPORT; AN AUTOMATED PAPERLESS LEAVE; A PROMOTION RECOMMENDATION FUNCTION FOR THE GRADES OF PRIVATE FIRST CLASS THROUGH SERGEANT; AN AUTOMATED PROFICIENCY AND CONDUCT (PRO/CON) MARK PROCESS; AND THE AUTOMATED PERFORMANCE EVALUATION SYSTEM (A-PES), WHICH EXPEDITES FITNESS REPORT PROCESSING AND ELIMINATES ERRORS GENERATED BY THE CURRENT PAPER-BASED PROCESS. 3. THE FOLLOWING TFAS CAPABILITIES WILL BE AVAILABLE LATER THIS YEAR: A. A MESSAGING SERVICE THAT ALLOWS RUC LEVEL COMMANDERS TO POST MESSAGES FOR THEIR COMMAND. B. A SIMPLIFIED PROCESS FOR CREATING TFAS ACCOUNTS FOR CIVILIANS. C. THE ABILITY TO UPDATE A MARINE'S T/O, LINE NUMBER, AND BILLET DESCRIPTION TO MORE ACCURATELY REFLECT BILLET ASSIGNMENT. D. A LEADERS' VIEW OF INDIVIDUAL MARINE PERSONNEL DATA. E. AN AUTOMATED PROCESS FOR SPECIAL LIBERTY AND PERMISSIVE TAD REQUESTS AND APPROVALS. F. THE ABILITY TO SUBMIT PERSONNEL ACTION REQUESTS WITHIN THE UNIT AND TO THE SUPPORTING PERSONNEL ADMINISTRATION CENTER. G. AN ON-LINE COMPOSITE SCORE CALCULATOR THAT ALLOWS MARINES AND LEADERS TO ACCURATELY PREDICT FUTURE COMPOSITE SCORES. H. A "SINGLE SIGN ON" CAPABILITY THAT ALLOWS INTEGRATION OF OTHER M&RA-SPONSORED APPLICATIONS WITH TFAS. I. AN ENHANCED MARINE LOCATOR. J. THE CAPABILITY FOR LEADERS TO CREATE AD-HOC REPORTS CONTAINING MCTFS DATA FIELDS THAT ARE MOST APPLICABLE TO THEIR UNIT, WITHOUT HAVING TO REQUEST ADMIN CENTER SUPPORT. 4. TO ENSURE ALL REPORTING UNITS ARE ABLE TO TAKE FULL ADVANTAGE OF TFAS CAPABILITIES BY 30 SEP 2005, COMMANDERS ARE REQUESTED TO ENSURE ALL MARINES, CIVILIAN MARINES, AND MEMBERS OF OTHER SERVICES WHO ARE INVOLVED IN TFAS PROCESSES OBTAIN MOL ACCOUNTS. MANPOWER INFORMATION SYSTEMS SUPPORT OFFICES WILL COORDINATE WITH COMMANDERS TO SCHEDULE FIELDING OF TFAS CAPABILITIES. ONCE A UNIT IS ACTIVATED, COMMANDERS SHOULD MAKE MAXIMUM USE OF THESE AUTOMATED PROCESSES. COMMANDERS ARE ENCOURAGED TO CONTACT THEIR LOCAL TFAS STEERING GROUP AND QUALITY LEADERSHIP BOARD MEMBERS, VIA THEIR COMMAND G-1, WITH RECOMMENDATIONS FOR IMPROVEMENTS AND ADDITIONAL TFAS CAPABILITIES. 5. PENDING REVISION OF MCO P1050.3H, THIS MARADMIN REDUCES THE REQUIREMENT TO MAINTAIN THE NAVMC-3 TO 90 DAYS FOR LEAVE PROCESSED THROUGH TFAS. THE TFAS ELECTRONIC COPY MEETS THIS REQUIREMENT FOR INSPECTION PURPOSES. UNITS ARE ALSO REQUIRED TO MAINTAIN A RECORD OF "NOT RECOMMENDED FOR PROMOTION" ACTIONS PER PARAGRAPH 1205 OF MCO P1400.32C. A PRINTED OR ELECTRONIC COPY OF THE TFAS PROMOTION RECOMMENDATION PAGE MEETS THIS REQUIREMENT.
