5.  Professional Military Education (PME) Requirements
5.a.  The board considered all PME completed by NLT 2359, Eastern 
Daylight Time (EDT), 15 July 2024.   
5.b.  Sergeants who failed to complete MarineNet EPME5000 were 
briefed as ineligible for selection and incurred a failure of 
selection. 
5.c.  Sergeants who completed MarineNet EPME5000 were briefed as 
eligible for selection.
5.d.  Staff Sergeants who failed to complete MarineNet EPME6000 were
briefed as ineligible for selection and incurred a failure of 
selection. 
5.e.  Staff Sergeants who completed MarineNet EPME6000 were briefed 
as eligible for selection.
5.f.  Marines considered for Master Sergeant and Master Gunnery 
Sergeant who completed PME as outlined in MARADMIN 225/24 were 
briefed as eligible for selection.
5.g.  Marines currently serving on or within 365 days of transfer 
from a billet military occupational specialty (BMOS) of 0911, 0913,
8152, 8154, 8156, 8411, or 8421, rated a waiver and only had to 
complete EPME to be eligible for selection.
5.h.  Selection does not guarantee promotion.  In order to affect
promotion to the next higher grade, Marines must complete all rank 
appropriate PME requirements or rate a subsequent waiver as detailed
below by 1 September 2025 to prevent revocation and a failure of 
selection.  
5.i.  Selected Marines who did not rate a waiver entering the board
but receive an additional MOS (AMOS) of 0911, 0913, 8152, 8154, 
8156, 8411, or 8421 by 1 September 2025 will rate a PME waiver.  
These Marines only have to complete EPME in order to affect their 
promotion.   
5.j.  Primary Pathway to Affect Promotion
5.j.1.  MMPB-11 screens all selectees and runs a 12-month promotion
restriction on Marines who have not met PME promotion requirements.
5.j.2.  Commands notify MMPB-11 if a Marine's record does not 
properly reflect completion of PME requirements for promotion.
5.j.3.  Within 30 days of MARADMIN release, Commands ensure PME 
incomplete Marines acknowledge, via page 11, and it is uploaded in
their record stating: 
______: Counseled this date concerning my selection to the rank of 
XXXX per MARADMIN XXX/24. I understand that I do not meet all 
Professional Military Education (PME) requirements as directed in
MARADMIN 225/24 at this time.  I acknowledge I have until 
1 September 2025 to complete all PME in order to be promoted unless 
a waiver has been granted.  Furthermore, I recognize that a 12-month
promotion restriction will be applied to my MCTFS record and that I 
must complete PME in order to have this removed from my record.  
I understand that by accepting my selection to XXXX I agree to 
complete PME requirements and that, in addition to the provision
contained herein, I must meet all other requirements, per 
MCO 1400.32D w/CH2, in order to retain my selection.
5.k.  Exceptions-to-Policy (ETP) and Extension Waivers
5.k.1.  ETP Authority.  The Director Manpower Management (Dir, MM) 
is the granting authority for requests to waive PME requirements
and for requests where a Marine has not started attending a course 
prior to 1 September 2025.  Requests must route through the first 
general officer in the chain of command.
5.k.2.  Extension Authority.  The Branch Head, Manpower Management 
Performance Branch is the granting authority for extension waiver 
requests where a Marine already started attending a special duty
assignment school or required PME course prior to 1 September 2025 
with a completion date after 1 September 2025.  Waiver requests 
require O5 Commander endorsement.
5.l.  Selected Marines are authorized permanent change of assignment
(PCA) or permanent change of station (PCS) orders regardless of PME 
status with prior coordination between the current command, 
new command, and monitor to ensure PME completion.  
6.  Monthly Promotion Eligibility 
6.a.  MMPB-11 screens all selected Marines monthly and those who
complete both OBS and PME requirements prior to their seniority 
number being reached receive a date of rank and effective date 
commensurate with their seniority number.
6.b.  Marines who are not complete with both OBS and PME 
requirements prior to their seniority number being reached receive
an adjusted date of rank and effective date of the 1st of the month
after compliance with both requirements.
7.  Obligated Service
7.a.  This MARADMIN gives commanders the authority to locally extend
Marines immediately, to ensure 24 months OBS from the date of 
promotion.
7.b.  Primary selects must complete required extensions NLT 
30 September 2024.
7.c.  Marines with draw case codes of AF, AH, AX, or AY must submit
extension to Retention, RA (HQMC) via the Total Force Retention 
System (TFRS).
7.d.  Marines who fall under the purview of the FY24/FY25 Enlisted 
Retention Campaign may submit for reenlistment via a streamlined 
submission process.
7.e.  Marines in medical status, to include limited duty or pending 
evaluation by a physical evaluation board, who meet all other 
requirements are eligible for promotion without an extension.
7.f.  Commands must inform MMPB-11 if a Marine refuses to extend or 
reenlist to meet OBS requirements in either the reserve or active 
component, via submission of a signed page 11. 
7.g.  Refusal of OBS makes a Marine ineligible for all future PSBs 
within the same category but not does not transfer between active or
reserve categories.
8.  Alternate Selection List
8.a.  The board selected 17 alternates across all ranks and MOS 
categories.  
8.b.  Marines selected as alternates have no seniority number run in
Marine Corps Total Force System.  MMPB-11 manages the alternate 
selection list and assigns seniority numbers based on approval from 
Dir, MM and service requirements.  If activated, alternates promote 
after the primary select list clears.
8.c.  MMPB-11 notifies alternates of their selection via a Marine
On-Line message and post an alphabetized list of alternates on the
Enlisted Promotions Unit website.
8.d.  Alternates do not incur a failure of selection and receive a 
letter annotating selection in their Official Military Personnel 
File.
8.e.  Alternates are not required to gain OBS unless activated.
9.  This MARADMIN does not constitute authority to change a Marine's
primary MOS (PMOS) where the feeder MOS for a selectee does not 
provide skill progression to the intended (IMOS).
10.  The AR program does not rate PMOS 8422 staff sergeants,
however, they are allowed to join the program.  The 8422 population
is considered a critical MOS in the AR program and therefore 
authorizes staff sergeants to join the population prior to holding
the rank of gunnery sergeant.  Staff Sergeants in the 8422 
population maintain their previous PMOS until they are promoted.  
Packages for 8422 staff sergeants were screened using their 8422 
IMOS, vice their PMOS.  
11.  Selected Marines approved for augmentation to the active
component, prior to being promoted, are not authorized to retain 
their selection without proper approval first.  Marines must 
reference their reserve promotion selection in their request to 
MMEA-1. 
12.  Requests for remedial promotion consideration require strict 
compliance with the provisions of paragraph 3602 of reference (b).  
Submit requests to the MMPB-11, organizational mailbox at 
enlistedpromotions@usmc.mil.
13.  Commanders will immediately notify MMPB-11 of intent to delay 
the selection of any Marine listed in this MARADMIN.  Within 30 days
of initial notification forward completed requests to delay 
promotion to MMPB-11 via the chain of command through the first 
general officer.  
14.  Twice Passed Policy
14.a.  AR Sergeants who twice failed selection to the next higher 
grade may be released from the AR program NLT the first day of the 
seventh month following release of this MARADMIN.  Marines may 
request an ETP for retention not to exceed 1 September 2025. 
Submit all ETP retention requests via TFRS RELM to RA (RAM) with the
first general officer endorsement.
14.b.  The FY24 continuation board was suspended and the next 
continuation board will occur during the FY25 AR SNCO PSB. 
15.  The Career Management Team provides record review and career
