Fiscal Year 2021 Fellowship, Scholarship, and Graduate Education Program Review Board Working Group (FSGRB-WG)

This MARADMIN announces the Fiscal Year 2021 Fellowship, Scholarship, and Graduate Education Program Review Board Working Group (FSGRB-WG), which will convene 15-16 September 2021 to review approximately 70 fellowships, scholarships, and foreign professional military education programs. Various Marine Corps commands and departments are directed to assign field grade officers or civilian equivalents to participate in the working group by 19 July 2021.

1.  This Marine Administrative Message announces the Fiscal Year (FY) 2021 Fellowship, Scholarship, and Graduate Education Program (GEP) Review Board (FSGRB) Working Group (WG), designates WG assignments, and requests appropriate departments and commands to provide input and support to the FSGRB-WG.  This review board was previously known as the Fellowship, Scholarship, and Special Education Program Review Board (FSSRB).<br>
1.A.  Per reference (a), these programs are mandated for periodic review.  The FY 21 FSGRB-WG will meet 15 to 16 September 2021 to focus specifically on approximately 70 fellowships, scholarships, and foreign professional military education program/education assignments.<br>
1.B.  President, Marine Corps University (MCU) will host the FY 21 FSGRB-WG and assign a Working Group Chair. <br>
1.C.  On 26 July 2021, MCU will host a virtual coordination meeting with all WG members.  Details for this meeting will be promulgated separately.<br>
1.D.  A survey requesting analysis and value of each program will be sent via separate correspondence to officers who have previously participated in the designated programs.<br>
2.  Tasks<br>
2.A.  FSGRB-WG.  Per references (a) through (e):<br>
2.A.1.  Review all fellowships with respect to institutional costs to the Marine Corps, return on investment, alignment to Force Design 2030, and other governing documents.<br>
2.A.2.  The full scope of this WG's review efforts will be published during the initial planning conference on 26 July 2021.<br>
2.B.  Commands/Departments (CMD/DEPT) listed below are requested to assign a field grade officer or civilian equivalent knowledgeable of their respective programs to include how each program aligns with the Commandant's Planning Guidance.  More than one member may be assigned to the WG as appropriate.  Provide name(s) and contact information to the points of contact (POC) no later than 19 July 2021 (read in two columns:  CMD/DEPT and Program):<br>

2.C.  Manpower and Reserve Affairs is requested to assign a field grade officer or civilian equivalent no later than 19 July 2021 from MMOA-3 and Talent Management Oversight Directorate to participate in the working group.<br>

3.A.  Officers with current or previous fellowship experience are encouraged to provide comments and recommendations to the overall POCs.  These can be in addition to responses provided in the survey.<br>
