FY19 End of Year Information Technology Procurement Review and Approval System (ITPRAS) Submission Guidelines
This MARADMIN establishes end-of-fiscal-year submission deadlines for Information Technology Procurement Review and Approval System (ITPRAS) submissions using expiring FY19, FY17, and FY16 appropriations. Different deadlines apply based on whether the procurement involves data center-related IT (due 16 Aug 2019) or other IT (due 1 Sept 2019), with Command Coordinator approvals due by 15 Sept 2019.

1. PURPOSE. This MARADMIN provides FY19 end of year ITPRAS submission timeline guidance for IT Procurement reviews (ITPRs). The following guidance applies to all ITPRs leveraging expiring FY19 OMMC/OMMCR, FY17 RDTE, and FY16 PMC appropriations:<br> 1.A. All ITPRs meeting the above appropriation types for data center related hardware, software, infrastructure, or IT support services must be submitted in ITPRAS NLT 45 days before the end of the FY, 16 Aug 2019.<br> 1.B. All ITPRs meeting the above appropriation types and not involving data center related IT must be submitted in ITPRAS NLT 30 days before the end of the FY, 1 Sept 2019.<br> 1.C. FY19 ITPRs eligible for Command Coordinator approval under ref (b) must be endorsed by the Unit Command Coordinator and have the approval letter attached to the ITPR NLT 15 Sep 2019.<br> 2. Submission timeline guidance provided herein does not account for varying contracting deadlines. Additionally, ITPRAS submitters are to ensure data centers and data server associated ITPRs have been entered into the Program/Budget Information System – Information Technology (PBIS-IT) authoritative database via their command comptroller/financial manager to HQMC (DCI C4/CR) in order to facilitate approval.<br> 3. The HQMC (DCI/C4/CIO) IT Procurement branch is available to assist users with ITPRAS related concerns between the hours of 0800 and 1700 EST, Monday through Friday. OCONUS personnel in time zones that do not support those hours should email their questions or concerns to the IT Procurement Branch organizational mailbox: itprocurement@usmc.mil, or schedule a call outside those hours with a POC listed above.<br> 4. This MARADMIN is effective immediately and self-cancels on 1 Oct 2019.<br> 5. Release authorized by BGen L. M.
