Guidance for Processing Service Treatment Records (STRs)-Resumption of Normal Operations in the Submission of STRs
This MARADMIN announces the resumption of normal operations for processing Service Treatment Records (STRs) at the HQMC STR Central Cell, effective 6 July 2020, following COVID-19-related disruptions. All Installation Personnel Administration Centers (IPACs), Marine Forces Reserve sites, and other commands that process paper STRs must immediately resume mailing STRs to the USMC STR Central Cell at Quantico, Virginia, ensuring proper documentation and packaging procedures are followed.

1. Purpose. This MARADMIN provides guidance for the resumption of normal processing of Service Treatment Records (STR). Effective 6 July 2020, the HQMC Service Treatment Record (STR) Central Cell (CC) resumed normal operations for receiving paper STRs. 2. Background. STRs are required by the Department of Veterans Affairs (VA) for the adjudication of disability benefits. The processing of STRs includes both the collection and submission of paper STRs and electronic processing as outlined in the reference. 3. Tasks. Effective immediately, all Installation Personnel Administration Centers (IPACs), Marine Forces Reserve (MARFORRES) Site Support, and other commands that process paper STRs will resume normal operations of mailing STRs to the USMC STR CC (MMRP-70). 3.a. All commands will take specific actions to ensure all STR cases include a STR Record Certification (DD Form 2963), created in the STR Registry and the packages/boxes containing the records are properly sealed prior to mailing. 3.b. STRs will be mailed to Deputy Commandant of the Marine Corps for Manpower and Reserve Affairs, 3280 Russell Road, Quantico, Virginia 22134 (Attn: USMC STR CC (MMRP-70). 3.
