Unit, Personal and Family Readiness Program (UPFRP) Funding Reset
This MARADMIN provides clarifying guidance on the Unit, Personal and Family Readiness Program (UPFRP) funding reset, specifically addressing the staffing and funding of civilian Family Readiness Officers (FROs). Commands are prohibited from using unit OMMC/OMMCR funds to augment FRO funding and must merge unit-funded FROs into total command salary allocations by 30 September 2017.

1. This MARADMIN provides clarifying guidance regarding the reset of UPFRP funding announced in REF A. Changes announced herein will impact staffing of civilian Family Readiness Officers (FROs).<br> 2. Commands do not have authority to augment FRO funding with OMMC/OMMCR funds. Commands with FROs funded by unit OMMC/OMMCR funds will cease funding with unit monies, will merge those FROs into the total command FRO salary allocations by 30 September 2017, and will notify HQMC MRA of the change.<br> 3. Commanders retain the authority to determine assignment of funded civilian FROs within commands and across subordinate commands, but is limited to movement of FROs between units within the local commuting area.<br> 4. This MARADMIN is cancelled when incorporated into MCO 1754.9A, Unit, Personal and Family Readiness Program.<br> 5.
