Change to Marine Corps Information Management (IM) Proponency

This MARADMIN announces the assignment of the Director, C4 as the proponent for Information Management (IM) in the Marine Corps, effective immediately. The change reflects the increasing complexity of net-centric operations and Information Warfare, with the Director, C4 assuming responsibility for IM doctrine, training, force structure, and policy development. This applies to both active duty and Reserve Marines.

1.  Situation.  This is a coordinated DC, CDI, and Director, C4 message announcing assignment of Director, C4 as Proponent for IM in the Marine Corps.  Due to the increasing complexity of net centric operations, advances in command and control (C2) systems capabilities, and the emergence of Information Warfare, C4 OAG recommended that Director, C4 assume a more active role as functional Proponent for IM.  Per reference (c), DC, CDI has assigned Director, C4 as IM proponent with direction to undertake multiple Doctrine, Organization, Training, Materiel, Leadership, Personnel, Facilities and Policy (DOTMLPF-P) actions.
2.  Mission.  DC, CDI, as IM Advocate, delegate the following roles and responsibilities to Director, C4 as the IM Proponent:
2.a.  Assume role as IM OCC Field Sponsor.
2.a.1.  Publish a MARADMIN notifying OPFOR of participation required ISO Marine Corps-wide assessment of IM force structure.
2.a.2.  Conduct IM Force Structure Review, to include support to Force 2025, as an Information Related Capability (IRC) to Information Warfare (IW).
2.b.  Chair and manage the IM OAG and revise the IM OAG charter.
2.c.  Review IM and related doctrine and TTP, and provide recommended changes as required.
2.d.  Review and update formal IM training and education requirements.
2.e.  Standardize MAGTF C2 and other warfighting and functional area systems and applications.
2.f.  Develop and staff a Marine Corps Order for IM.
3.  Execution.  IOT Achieve the desired end-state, Director, C4 will convene an IM Work Group (IMWG) to conduct a front-end assessment (FEA) of actions listed in para 2.  The IMWG will report results of the FEA to the C4 OAG.  Director C4 will present the findings and recommendations to DC, CDI via the Command Element Advocate Board (CEAB) process for review and concurrence.
4.  Administration and Logistics. N/A.
5.  Command and Signal.  A separate calling message for the IMWG will be promulgated by the Director, C4, NLT 31 Aug 16.
6.  This MARADMIN is applicable to the Marine Corps Reserve.
7.  This message self-cancels on (TBD).
