MCO 5800.16 CH 6 Announcing Publication of the Revision to Volume 16 of the Marine Corps Legal Support and Administration Manual and Cancellation of MCO 5800.14

1. Purpose.  The purpose of this message is to announce the publication of Change 6 to the Legal Support and Administration Manual, MCO 5800.16 (LSAM) and the cancellation of MCO 5800.14 (Victim-Witness Assistance Program).
2.  The Staff Judge Advocate to the Commandant of the Marine Corps authorized the publication of Change 6 to MCO 5800.16 on 14 July 2021.  Change 6 to the LSAM became effective on the date signed.
3.  The change to the LSAM is comprised of an extensive revision to Volume 16, Military Justice.  Major changes to Volume 16 are described below.
3.a.  Chapter 2 establishes the Marine Corps Chief Trial Counsel as the head of the Marine Corps Trial Service Organization (TSO) and consolidates all trial services personnel within TSO structure.
3.b.  Chapter 4 describes and updates the Marine Corps Victim and Witness Assistance Program (VWAP), establishes civilian VWAP personnel positions, and replaces all previous VWAP requirements provided in MCO 5800.14.
3.c.  MCO 5800.14 was cancelled effective 14 July 2021.
4.  This MARADMIN does not contain a detailed explanation of every change; therefore, all commands and judge advocates should conduct a complete and thorough review of LSAM, Volume 16 prior to taking any military justice-related action.
