FY18 End of Year Information Technology Procurement Review and Approval System (ITPRAS) Submission Guidelines
This MARADMIN establishes end-of-fiscal-year submission deadlines for FY18 Information Technology Procurement Requests (ITPRs) through the ITPRAS system. It provides specific timelines based on whether requests require Department of Navy CIO waivers, with deadlines ranging from August 17 to September 14, 2018, to ensure funds can be obligated before the September 30 fiscal year deadline.

1. Purpose. This MARADMIN provides FY18 end of year ITPRAS submission timeline guidance for Information Technology Procurement Requests (ITPRs). The following guidance applies to all ITPRs leveraging expiring FY18 Operation and Maintenance, Marine Corps (OMMC)/ Operation and Maintenance, Marine Corps Reserve (OMMCR), FY17 Research, Development, Test, and Evaluation (RDTE), and FY16 Procurement, Marine Corps (PMC) appropriations:<br> 1.a. FY18 ITPRs requiring a Department of Navy (DON) Chief Information Officer (CIO) waiver for data centers and data servers must be submitted to HQMC (C4/CIO) no later than (NLT) 17 August 18.<br> 1.b. FY18 ITPRs not requiring a DON CIO waiver for data centers and data servers, must be submitted to HQMC (C4/CIO) NLT 31 August 18.<br> 1.c. FY18 ITPRs eligible for Command Coordinator approval under ref (b) must be endorsed by the Unit Command Coordinator and have the approval letter attached to the ITPR NLT 14 September 18.<br> 2. Submission timeline guidance provided herein does not account for varying contracting deadlines, which will take precedence. Commands should document acceptance by the contracting organization contracting officer that award can be made before the 30 September 18 fiscal deadline for obligation of funds before initiating an ITPRAS. Additionally, ITPRAS submitters are to ensure data centers and data server associated ITPRs have been entered into the Program/Budget Information System – Information Technology (PBIS-IT) authoritative database via their command comptroller/financial manager to HQMC (C4/CR) in order to facilitate approval.<br> 3. The HQMC (C4/CIO) IT Procurement branch is available to assist users with ITPRAS related concerns between the hours of 0800 and 1700 EST, Monday through Friday. OCONUS personnel in time zones that do not support those hours should email their questions or concerns to the IT Procurement branch organizational mailbox: itprocurement@usmc.mil, or schedule a call outside those hours with a POC listed above.<br> 4.
