MCBUL 3100 Operations and Defense of the Marine Corps Enterprise Network (MCEN)

MARADMIN 424/17 announces the publication of MCBUL 3100 "Operations and Defense of the MCEN" dated 14 July 2017, which updates Marine Corps policy on cyberspace operations. The bulletin establishes command relationships between HQMC, the Supporting Establishment, and Marine Forces for operations and defense of the Marine Corps Enterprise Network (MCEN) and is applicable to the entire Marine Corps Total Force.

1.  Purpose.  The Deputy Commandant, Plans, Policies and Operations has published MCBUL 3100 "Operations and Defense of the MCEN" dated 14 July 2017.  MCBUL 3100 is available for download via the Marine Corps Publications Electronic Library http:(slant)(slant)www.marines.mil/News/Publications/ELECTRONIC-LIBRARY/.
2.  Background.  This MCBUL updates current Marine Corps policy on cyberspace operations, reference (a).  This MCBUL establishes effective command relationships between Headquarters Marine Corps (HQMC), the Supporting Establishment, and the Marine Forces (MARFORs) for operations and defense of the MCEN.  This MCBUL also provides a bridge until Deputy Commandant, Information (DC I) has the operating capacity to consolidate and coordinate existing Marine Corps policy on cyberspace operations and cybersecurity matters.
3.  This MCBUL is applicable to the Marine Corps Total Force.
4.  This MCBUL is cancelled 14 July 2018.
