Military to Civilian Conversion FY06 Implementation Guidance
This MARADMIN provides implementation guidance for the FY06 military-to-civilian conversion program approved by the Marine Requirements Oversight Council. Commands must submit their FY06 conversion phasing plans by 30 September 2005 and begin converting approved military billets to civilian positions, with all affected military personnel departing converted billets no later than 30 September 2006.

1. THE MARINE REQUIREMENTS OVERSIGHT COUNCIL APPROVED THE COURSE OF ACTION RECOMMENDED BY THE MILITARY-CIVILIAN WORKING GROUP AND DIRECTED THAT THE MARINE CORPS CONVERT MILITARY BILLETS TO CIVILIAN BILLETS IN FY06. 2. REF A PROVIDES THE COMMANDS THE APPROVED BILLETS FOR CONVERSION IN FY06. REF B IS THE APPROVED FORMAT FOR SUBMISSION OF COMMAND FY06 CONVERSION PHASING PLAN. UPON RECEIPT OF THE APPROVED CONVERSION LIST, MARFORS/COMMANDS ARE DIRECTED TO UPDATE THEIR DRAFT FYO6 CONVERSION PLANS IAW REF B. THESE PLANS ARE DUE TO M&RA (DAN JENKINS) NLT 30 SEP. 4. THE FOLLOWING COORDINATING INSTRUCTIONS ARE PROVIDED TO ASSIST COMMANDS DURING CONVERSION IMPLEMENTATION: A. TOTAL FORCE STRUCTURE DIVISION (POC MR. LONNIE SANDERS DSN 278-6279). (1) STRUCTURE (BILLETS) IDENTIFIED FOR CONVERSION IN FY06 WILL BE DELETED FROM THE APPROPRIATE TABLES OF ORGANIZATION (T/O) EFFECTIVE 06/02. ALL MARINE AND NAVY BILLETS WILL BE REPLACED WITH CIVILIAN BILLETS AT THE GRADE AND SERIES REQUESTED BY THE COMMANDS. (2) THE GRADE/SERIES OF A SPECIFIC BILLET MIGHT CHANGE FROM THAT WHICH WAS ORIGINALLY REQUESTED, AS A RESULT OF CLASSIFICATION OF THE POSITION DESCRIPTION FOR THAT BILLET. THESE CHANGES ARE AUTHORIZED AND WILL BE FUNDED AS LONG AS THE PURPOSE OF THE BILLET REMAINS THE SAME (E.G., A CHANGE FROM AN ADMIN CLERK TO A DEPARTMENT HEAD WOULD NOT BE AUTHORIZED, BUT AN ADMIN CLERK BILLET ORIGINALLY ESTIMATED TO BE A GS-4 BUT CLASSIFIED AS A GS-5 WOULD BE AUTHORIZED). REPORTING REQUIREMENTS FOR THESE TYPES OF CHANGES WILL BE PROVIDED LATER AS PART OF THE MONTHLY EXECUTION REPORTS PER PAR 4B BELOW. (3) CURRENT POLICY PROHIBITS CIVILIAN BILLETS FROM BEING INCLUDED ON OPERATING FORCES T/O'S (DIVISION, WING, AND FSSG). AS A RESULT, OPERATING FORCE BILLETS IDENTIFIED FOR CONVERSION WILL BE DELETED FROM THE OPERATING FORCES T/O'S AND A CIVILIAN BILLET WILL BE ADDED TO THE BASE OR STATION T/O'S WHERE THE UNITS RESIDE. THE ADDITIONAL CIVILIAN STRUCTURE WILL BE FOUND AT THE END OF THE BASE AND STATION T/O'S. B. MANPOWER FINANCIAL MANAGEMENT BRANCH (MB). PHASING PLAN COORDINATION AND REPORTING (POC DAN JENKINS, DSN 278-9610). MARFORS/COMMANDS ARE REQUESTED TO FORWARD FINAL FYO6 CONVERSION PHASING PLAN IAW REF B NLT 30 SEP 05. C. BUDGET OPERATIONS BRANCH, FISCAL DIVISION, PROGRAMS AND RESOURCES (RFO) (1) ALL FY06-APPROVED NEW CONVERSIONS WILL BE FUNDED IN A TIMELY MANNER. COMMANDS WILL BE REIMBURSED FOR FY06-APPROVED NEW CONVERSIONS AFTER THEY ARE CONVERTED AND REPORTED TO RFO PER PAR 4C2. REQUESTS RECEIVED BY THE DUE DATE IN PAR 4C2 WILL BE FUNDED IN THE MONTH REPORTED. (2) MARFORS/COMMANDS WILL REPORT MONTHLY STATUS OF CONVERSIONS AND REQUEST FOR REIMBURSEMENT NLT THE 3RD WORKING DAY OF THE FOLLOWING MONTH, BEGINNING 3 NOV FOR OCTOBER CONVERSIONS. THIS INFORMATION WILL BE CONSOLIDATED AT THE MARFOR/MAJOR COMMAND LEVEL AND FORWARDED TO BATTAGLIADC@HQMC.USMC.MIL. CONSOLIDATION AT THE MARFOR/MAJOR COMMAND LEVEL WILL INCLUDE ALL CONVERSIONS. THERE WILL NOT BE A SEPARATE MCCS SUBMISSION. FORMAT WILL BE PROVIDED VIA E-MAIL BY THE END OF SEPTEMBER. D. CIVILIAN WORKFORCE MANAGEMENT GUIDANCE FOR HROS (POC MS MARTHA WOODS DSN 278-9379). (1) CHANGES HAVE BEEN MADE TO THE DEFENSE CIVILIAN PERSONNEL DATA SYSTEM (DCPDS) TO TRACK CIVILIAN POSITIONS ESTABLISHED AS A RESULT OF THE MIL-CIV CONVERSIONS, EXCEPT FOR NON-APPROPRIATED FUND (NAF) EMPLOYEES. NO ONE SHALL BE RECRUITED OR PLACED IN A CONVERTED POSITION WITHOUT A CLASSIFIED POSITION DESCRIPTION IN PLACE. (2) ALL CIVILIAN POSITIONS ESTABLISHED MUST BE CLEARLY IDENTIFIED SO THE ACTIONS CAN BE TRACKED VIA DCPDS AND THE MARINE CORPS CAN RECEIVE CREDIT FOR THE CONVERSIONS. SPECIFIC INFORMATION FOR DCPDS CODING HAS BEEN FORWARDED TO THE HUMAN RESOURCE OFFICES UNDER SEPARATE COVER. (3) ACCURATE CODING AND DOCUMENTING THESE ACTIONS IS MANDATORY AND REQUIRES THE COOPERATION AND COORDINATION OF MANPOWER (G-1), HRO, HRSC OFFICIALS, AND MCCS HRO. (4) CONSISTENT AND ACCURATE CLASSIFICATION OF SUBJECT POSITIONS IS CRUCIAL. GRADE LEVELS OF THE POSITIONS SHOULD BE BASED ON THE DUTIES AND RESPONSIBILITIES OF THE POSITION VICE THE GRADE OF THE FORMER MILITARY BILLET. THE DIRECTOR OF CIVILIAN PERSONNEL PROGRAMS (DCPP) IS RESPONSIBLE FOR ENSURING CIVILIAN POSITIONS THROUGHOUT THE MARINE CORPS ARE PROPERLY CLASSIFIED AND WILL PERIODICALLY REVIEW ESTABLISHED POSITIONS FOR COMPLIANCE. (5) THE ESTABLISHMENT OF ENTRY LEVEL POSITIONS WITH FUTURE PROMOTION TO THE FULL PERFORMANCE LEVEL IS ENCOURAGED. FUNDING FOR ENTRY LEVEL POSITIONS WILL BE AT THE FULL PERFORMANCE LEVEL. THE DCPP WILL WORK WITH THE HRSCS TO HELP ELIMINATE/REDUCE ANY IMPEDIMENTS TO EFFECTING THESE ACTIONS IN A TIMELY MANNER. E. CONTRACT CONVERSIONS (A-76) (POC: MR TOM UPTON DSN 225-5768). PLEASE COORDINATE WITH CMC (LR) OR YOUR LOCAL BPO OFFICES FOR ANY PLANNED CONTRACT CONVERSIONS. ALSO COORDINATE ANY CIVILIAN CONVERSIONS IN THE FOLLOWING FUNCTIONAL AREAS: SUPPLY, TRANSPORTATION, LAUNDRY, UTILITIES, AND VOICE SERVICES. THESE ARE FUNCTIONAL AREAS SLATED FOR POTENTIAL A-76 COMPETITIONS. CONVERSIONS IN THESE AREAS ARE NOT PROHIBITED, BUT THEY SHOULD BE COORDINATED WITH THE ABOVE OFFICES TO ENSURE CIVILIAN HIRES ARE NOT PLACED IN A POTENTIALLY TURBULENT SITUATION. F. MANPOWER MANAGEMENT OFFICER ASSIGNMENTS (MMOA) (POC MAJ R. LIANEZ DSN 278-9284). (1) CMC (MMOA) WILL DETERMINE THE DEPARTURE DATE OF EVERY OFFICER USING THE FOLLOWING GUIDELINES: (A) IF THE OFFICER'S ROTATION DATE IS IN FY06, THEN THE OFFICER WILL DEPART NLT 30 SEP 2006. (B) IF ROTATION DATE IS NOT IN FY06, THEN THE OFFICER WILL BE USED TO FILL VACANT STAFFING GOALS (SG) IN CURRENT COMMAND AS DETERMINED BY MMOA UNTIL TIME ON STATION (TOS) REQUIREMENTS ARE MET. (C) IF NO VACANT SG EXISTS IN CURRENT COMMAND, THEN THE OFFICER WILL BE USED TO FILL VACANT SG IN OTHER LOCAL COMMAND AS DETERMINED BY MMOA UNTIL TOS REQUIREMENTS ARE MET. (D) PCS OF AN OFFICER FROM CURRENT COMMAND SHORT OF TOS REQUIREMENT IS LAST RESORT. (E) ALL OFFICER BILLETS IDENTIFIED IN REF A WILL BE VACATED BY THE OFFICERS NLT 30 SEP 2006 REGARDLESS OF CIVILIAN HIRING STATUS. (2) MANPOWER MANAGEMENT ENLISTED ASSIGNMENTS CMC (MMEA) (POC: CAPT P. SAVAGE 278-9229) (A) SIXTY DAYS FOLLOWING HIRING DATE ENLISTED ASSIGNMENTS WILL REASSIGN PERSONNEL BASED ON THE NEEDS OF THE MARINE CORPS. (B) ALL ENLISTED BILLETS IDENTIFIED IN REF A AND B WILL BE VACATED BY MARINES NLT 30 SEP 2006 REGARDLESS OF CIVILIAN HIRING STATUS. G. MARFORS AND CMC. (1) G-1S PROVIDE A LIST OF PERSONNEL BY NAME, GRADE, MOS AND SSN WHO ARE SERVING IN BILLETS IDENTIFIED FOR CONVERSION TO CMC (MMOA-5, MMEA-1) NLT 1 NOV 2005. (2) COMMANDS ARE ENCOURAGED TO TIME THE HIRING OF CIVILIANS TO FACILITATE ADEQUATE TURNOVER BETWEEN CIVILIANS AND MARINE INCUMBENT. (3) COMMANDS MUST NOTIFY CMC (MMOA-5, MMEA-1) WITHIN TWO WORKING DAYS AFTER CIVILIAN PERSONNEL ARE HIRED TO FILL POSITION. H. ACTIVE RESERVE ASSIGNMENTS CMC (RAM-2) (POC: MAJ E COOK DSN 278-0531). CMC (RAM-2) WILL DETERMINE THE DEPARTURE DATE OF EVERY ACTIVE RESERVE (AR) MARINE USING THE FOLLOWING GUIDELINES: (1) IF ROTATION DATE IS IN FY06, THEN THE MARINE WILL DEPART NLT 30 SEP 2006. (2) IF ROTATION DATE IS NOT IN FY06, THEN THE MARINE WILL BE USED TO FILL VACANT SG IN CURRENT COMMAND AS DETERMINED BY CMC (RAM-2) UNTIL MINIMUM TOS REQUIREMENTS ARE MET. (3) IF NO VACANT SG EXISTS IN CURRENT COMMAND, THEN MARINE WILL BE USED TO FILL VACANT SG IN OTHER LOCAL COMMAND AS DETERMINED BY CMC (RAM-2) UNTIL MINIMUM TOS REQUIREMENTS ARE MET. (4) PCS OF AR MARINES FROM CURRENT COMMAND SHORT OF MINIMUM TOS REQUIREMENT IS LAST RESORT. I. MILITARY POLICE (MP) & CORRECTION SPECIALIST CONVERSIONS (POC: LTCOL KEVAN KVENLOG DSN 222-4245). (1) REPORTING TO M&RA OF CONVERTED MP BILLETS WILL REMAIN AS PREVIOUSLY DETAILED. (A) THE IMPLEMENTATION PHASE OF FY06 AND OUT YEAR MP CONVERSIONS WILL BE COORDINATED THROUGH PP&O (PS/PSL) IOT COINCIDE WITH ESTABLISHED TRAINING SCHEDULE. (B) FURTHER GUIDANCE WILL BE PROVIDED VIA SEPCOR. (2) REPORTING TO M&RA OF CONVERTED CORRECTION SPECIALIST BILLETS (5804/5831/5832) WILL ALSO REMAIN AS PREVIOUSLY DETAILED. THE IMPLEMENTATION PHASE OF FY06 CORRECTION SPECIALIST CONVERSIONS WILL BE COORDINATED JOINTLY THROUGH M&RA AND CMC (PS/PSL). 5. DIRECT LIAISON BETWEEN THE COMMANDS AND HQMC POCS IS ENCOURAGED TO SUPPORT THE SMOOTH EXECUTION OF THE CONVERSIONS.
