FY16 Military Occupational Specialties (MOS) Manual Changes Implementing MARADMIN
This MARADMIN announces the FY16 Military Occupational Specialties (MOS) Manual changes, effective 1 July 2016 for implementation on 1 October 2016. The update includes creation of new officer and enlisted MOSs, deletion of several MOSs, grade structure changes across multiple occupational fields, and renaming of 19 MOS titles to remove gender-specific language (replacing "man" with gender-neutral terms like "Marine" or "Crewmember").

1. Each year the Marine Corps human resource development process is synchronized through publication of ref (a). Ref (b) governs the process. Ref (a) defines occupational specialties found on tables of organization, identifies skills of Marines to meet organizational requirements, and otherwise provides information that enables the Marine Corps to carry out its assigned mission to organize, train, assign, and manage the force. The annual revision of ref (a) was coordinated with the February authorized strength report.<br>
1.a. The Fiscal Year (FY) 17 manual contains significant and numerous changes. A complete list of changes can be found in the conversion tables (chapters 2 and 4) of ref (a), which can be viewed on the website identified in para 5 below.<br>
1.a.1. New officer MOSs were created in occupational fields (OccFld) 02, 75 and Free MOS (FMOS) 8623, and enlisted MOSs were created in OccFlds 03, 26, 55, 60, 80, and FMOS 8623.<br>
1.a.2. Officer FMOS 7559 and FMOS 7561 have been deleted, and enlisted FMOS 2799, Primary MOS (PMOS) 6072, PMOS 6322, PMOS 7307, and PMOS 7321 have been deleted.<br>
1.a.3. There are grade structure changes in officer OccFlds 05, 21, and 55, and grade structure changes in enlisted OccFlds 03, 73, and 87.<br>
1.a.4. There are many changes to the summary, requirements, and prerequisites fields within the MOS manual in officer and enlisted OccFlds 01, 02, 03, 04, 05, 06, 08, 09, 11, 13, 18, 21, 26, 28, 30, 31, 34, 35, 44, 55, 58, 59, 60, 63, 64, 65, 66, 68, 70, 72, 73, 75, 80, 81, 86, 87, and 88.<br>
1.a.5. There are MOS title changes in officer OccFlds 28, 75, and 80, and MOS titles are changed in enlisted OccFlds 02, 03, 08, 13, 18, 26.<br>
1.b. 33 MOSs with a title that included the word "man" were reviewed to determine if those titles should be retained in light of the Secretary of the Navy memo to the Commandant of the Marine Corps (CMC) dated 1 January 2016. Based on the CMC decision, 19 MOS titles were changed to the following (read in two columns):<br>

2. The Deputy Commandant Of Combat Development and Integration (DC CDI) front-end analysis process for developing individual training standards continues to be used to affect the restructure of OccFlds based upon validated current Marine Corps needs. To ensure content accuracy and completeness, the manual entries were reviewed by MOS sponsors, DC CDI (Total Force Structure Division, Training and Education Command) and Deputy Commandant, Manpower and Reserve Affairs (DC MRA).<br>
3. Execution. On 1 October 2016, the Total Force Structure Management Systems (TFSMS) and Marine Corps Total Force Systems (MCTFS) will reflect the revisions set forth in ref (a).<br>
3.a. Commanding Officers and all personnel associated with the systems that rely on MOSs shall familiarize themselves with the revisions and take actions as directed in the manual.<br>
3.b. Commanding Officers of reporting units shall not make any MOS conversions, deletions, or report any new MOSs for Marines based on the revised manual before 1 October 2016.<br>
3.c. School Directors:<br>
3.c.1. Will continue to award existing MOSs until 1 October 2016. At that time, new MOSs will be reported.<br>
3.c.2. Update the associated programs of instruction (POI) and all material contained in training resource module of Marine Corps Training Information Management System (MCTIMS) with these new titles detailed below in para (3) as part of the routine update of each POI. Direct any questions regarding the direction contained in this paragraph to the POC.<br>
3.c.3. In accordance with the guidance detailed in ref (c), Commanding General of Training and Education Command (CG TECOM) made the following name changes to programs of instruction that award MOSs. Read in three columns:<br>

3.d.1. Convert MOS's in all systems including MCTFS as summarized in chapters 2 and 4 of ref (a).<br>
3.d.2. Ensure appropriate action is completed for Marines affected by deletion of their Primary MOS.<br>

5. The MOS Manual was effective on 1 July 2016 for implementation on 1 October 2016 (FY17).<br>
