Establishment of the Risk Management Directorate (RMD)

MARADMIN 446/25 announces the immediate establishment of the Risk Management Directorate (RMD), which consolidates the CMC Safety Division and the Marine Corps Directorate of Analytics & Performance Optimization into a new organizational structure. The RMD will enhance Marine Corps readiness through integrated risk management policy, data-driven analysis, and proactive mitigation strategies for all on- and off-duty activities.

Issued: September 22, 2025
1. Effective immediately, the Assistant Commandant of the
Marine Corps has directed the consolidation of the CMC Safety
Division (SD) and the Marine Corps Directorate of Analytics &
Performance Optimization (MCDAPO) into a new organizational
structure: Risk Management Directorate (RMD). Under RMD, SD and
the newly named Division of Analytics & Performance Optimization
(DAPO) will operate as distinct divisions. This restructure
establishes a scalable, integrated framework to support potential
future growth. Additional implementation guidance will be issued
separately.
2. The Risk Management Directorate (RMD) enhances Marine Corps
readiness by developing and implementing integrated risk management
policy. This unified approach leverages data-driven analysis and
proactive mitigation strategies to prevent fatalities, minimize
losses, improve safety, and optimize priorities. This approach
applies to all on-and off-duty activities, directly aligning with
the Commandant's vision for a more effective, resilient, and
data-informed force. Commanders and staff will fully support
this transition.
3. Release authorized by Lieutenant General Paul J. Rock, Jr.,
Director, Marine Corps Staff.
