FY22 Naval Reserve Officer Training Corps Board Announcement

This MARADMIN announces the FY22 Naval Reserve Officer Training Corps (NROTC) selection board, which will convene on or about 12 October 2021. It outlines eligibility criteria for unrestricted officers seeking Professor of Naval Science (PNS), Executive Officer (XO), and Marine Officer Instructor (MOI) positions at NROTC units across the country. Applications are due by 24 September 2021 and must include a personal statement, command endorsement, letter of recommendation, and official college transcripts.

1.  The purpose of this MARADMIN is three fold.  This message serves to announce the eligibility criteria for Marines desiring to apply for Naval Reserve Officer Training Corps (NROTC) duty.  Next, it publishes the list of NROTC Professor of Naval Science (PNS), Executive Officer (XO), and Marine Officer Instructor (MOI) billet vacancies in FY22.  Finally, it serves to announce the requirements and procedures to submit an application.<br>
2.  The FY22 NROTC Selection Panel will convene on or about 12 October 2021.<br>
2.a.  NROTC units are an essential component in the training of prospective naval officers.  Officers serving at NROTC units directly mentor, develop, and shape the future officer corps and must therefore be of the highest caliber.  Officers aspiring to serve on NROTC duty must possess superlative leadership and academic qualities, be of sound moral character, and demonstrate superior physical fitness.<br>
2.b.  Officers serving as a XO and MOI regularly support and augment summer training at Officer Candidates School, seasonal training programs such as New Student Indoctrination, Career Orientation and Training for Midshipmen (CORTRAMID), and other events.<br>
3.  Eligibility.  NROTC positions are open to all unrestricted officers that meet the following criteria:<br>
3.a.  Grade.  Officers must meet the grade criterion (or a select for promotion to that grade) of the associated duty for which they are applying.  Paragraph 5 lists available billets with the required grade.<br>
3.a.1.  Officers applying for MOI or XO must possess the career timing to serve a full tour of duty (36 months) as a pinned captain or major, respectively.  Requests for exceptions will not normally receive favorable consideration.<br>
3.b.  FY22 mover based upon current prescribed tour length.<br>
3.b.1.  MMOA will normally not consider officers scheduled to complete their prescribed tour length in FY23 or beyond.<br>
3.b.2.  Officers currently serving in their first tour will be afforded the opportunity to screen for NROTC duty in their third year when they are eligible to compete for promotion to captain and career designation.<br>
3.b.3.  Career officers executing subsequent tours will not normally be curtailed prior to fulfilling their prescribed tour length as available officer inventory may not support an early replacement.<br>
3.b.4.  Officers may request via AA form to screen if they are scheduled to complete their prescribed tour length in FY23.  The first O6 in the chain of command must endorse requests and therein acknowledge a potential gap in staffing should the requesting officer be selected for NROTC duty.<br>
3.c.  Academics.  Minimum requirement is a Bachelor's Degree with a 3.0 undergraduate grade point average. Select schools waive this requirement to 2.5 if the applicant's record is otherwise outstanding.  Select billets require a Master's Degree.  Paragraph 5 lists this under special requirements.<br>
3.d.  Physical Fitness.  High first class PFT is recommended.<br>
3.e.  Officers who are not yet career designated but will screen for designation by the FY22 Officer Retention Board #1 in spring 2022 may still apply.<br>
3.e.1.  Per reference (b), when authorized by Deputy Commandant, Manpower and Reserve Affair, officers selected for MOI duty may be career designated in conjunction with acceptance of orders to that duty.<br>
3.e.2.  Selected officers who fail selection for career designation, or are selected for career designation and decline, will nullify their MOI selection and execute their EAS.<br>
4.  Officers interested in NROTC duty who meet the above eligibility criteria must submit the documents listed below as part of their package to MMOA-3 no later than 24 September 2021 to the following organization address:  smbmmoaplanso@usmc.mil.<br>
4.a.  Electronic packages must be submitted in a single file in Portable Document Format (i.e. '.pdf'.) with the following naming convention:  "EDIPI_LASTNAME_FY22NROTC.pdf".<br>
4.b.  The applications must include:<br>
4.b.1.  Personal statement.  Submit this letter in standard naval letter format from the Marine to CMC (MMOA).  This is the officer's opportunity to express in writing their desire to serve on NROTC duty, elaborate on relevant personal strengths and experiences, and submit duty station preferences.  Applicants must include a prioritized list in preference order of all billets for which they are eligible.<br>
4.b.2.  Command endorsement from the immediate chain of command, battalion/squadron or equivalent, for officers applying for MOI or XO.<br>
4.b.3.  One letter of recommendation.<br>
4.b.4.  Official College Transcripts.  Official college transcripts are to be sent directly from the university or officer to MMRP-20 (smb.manpower.mmrp-20@usmc.mil) to be included in the officers OMPF.  If legible college transcripts are already included in the officers OMPF, a duplicate submission is not required.<br>
4.c.  Every effort is made to match selected officers with their preferences.  However, by volunteering for NROTC duty, officers agree to be assigned to any available NROTC billet.  All requests to decline selection after the release of the selection MARADMIN must be made via naval correspondence with command endorsement.  All requests will be considered in the context of the needs of the Marine Corps for approval or disapproval.  Requests for declination by officers who volunteered and were selected for NROTC duty will not normally receive favorable consideration.  There is no deferral of PNS/XO/MOI selection.<br>

7.  MMOA will release separate selection MARADMINs upon conclusion of the panel.  MMOA will publish the results for PNS and XO billets immediately following the conclusion of the board.  MMOA will publish the results for MOI billets in December.  MMOA may not issue permanent change of station orders until they receive approval by the NROTC units or universities of selected officers.<br>
8.  This MARADMIN is not applicable to the Marine Corps Reserve.<br>
