Announcement of the Information Development Institute (IDI) Learning Resources for IT, Cyber, and Intel Civilian Marines

1.  Purpose.  This MARADMIN announces the establishment of the Information Development Institute (IDI), the IDI Portal, and initial available learning and development resources for IT, Cyber, and Intelligence (Intel) Civilian Marines.
2.  Background.  References (a) through (f) provide guidance and direction for the development and management of the Cybersecurity Workforce (CSWF), as well as Marine Corps direction and procedures for development of human capital needed to execute Marine Corps Enterprise Network Modernization.  The purpose of the IDI is to provide quality training, education, and experiences to improve IT, Cyber, and Intel workforce skills and competencies.  IDI supports the implementation of the Department of Defense (DoD) Cyber Workforce Framework (DCWF), as defined in Department of Defense Directive (DoD) 8140.01, as well as the creation of a learning community that acquires and imparts the knowledge and understanding of the information domain.  The IDI is managed by the IT/Cybersecurity and Intel Communities of Interest (COI)s.
3.  IDI Description.
3.a.  IDI Vision.  The IDI provides a program for continuous development of Marine Corps civilians who deliver information systems, services, and products critical to the Fleet Marine Force (FMF).  In practice, the IDI provides a centralized one stop shop for training and education opportunities for all Information Civilian Marines at scale.  The IDI is implemented via MarineNet eLearning Ecosystem to minimize costs and to optimize integration with other learning resources.  Specific components are listed below and are now available to all Civilian Marines at https:(slash)(slash)portal.marinenet.usmc.mil/IDI.html.
3.b.  Learning Network.  The IDI Learning Network is a centralized platform with multiple resources for innovative training and education, on demand or in person, to meet training requirements and provide continuous learning opportunities.  Numerous resources are available including:
3.b.1.  IDI Pluralsight learning platform.  Limited subscriptions for the Pluralsight early user pilot are available, which include unlimited access to over 10,000 on-demand technology courses and skill-based learning content organized into work roles, continual "Skill IQ" assessments, and test preparation modules. 3.b.2.  Marine Credentialing Opportunities On-Line (COOL) Certification vouchers, which can offset unit and out-of-pocket costs for tests and fees.  Civilians can register and apply at https:(slash)(slash)www.cool.navy.mil/usmc/index.htm
3.b.3.  Technical training.  IDI has partnered with Naval Information Warfare Center (NIWC) and General Services Administration (GSA) to provide virtual and live courses (where available) to support certification and technical training in Security, Networking, and Applications skillsets, with over 37 courses available in Fiscal Year 2021.
3.c.  Learning Partnerships.  IDI has partnered with numerous academic institutions to bring degree-based instructional programs to IT, Cyber, and Intel Civilian Marines.  The IDI will set up and maintain a registry of ready-to-engage opportunities with industry, academia, and other federal and public organizations.
3.d.  Learning Experiences.  Learning Experiences focus on industry exchanges and rotational opportunities that encourage cross training and exposure to different career pathways.
4.  Actions.
4.a.  All IT, Cyber, and Intel Civilian Marines are encouraged to visit the IDI Learning Network portal at https:(slash)(slash)portal.marinenet.usmc.mil/IDI.html and explore the available resources, learning and development opportunities, and other content.  The portal will be continually updated as new content is made available.
4.b.  All IT and Cyber Civilian Marines who would like to request a Pluralsight subscription should request via the link provided in section 3.B.1, or email IDI_Team@usmc.mil.
5.  This MARADMIN will remain in effect until cancelled or superseded.
6.  This MARADMIN is applicable to all IT, Cybersecurity, Cyber Effects, and Intel Civilian Marines.
