1. Purpose. This MARADMIN announces the establishment of the Information Development Institute (IDI), the IDI Portal, and initial available learning and development resources for IT, Cyber, and Intelligence (Intel) Civilian Marines.
2. Background. References (a) through (f) provide guidance and direction for the development and management of the Cybersecurity Workforce (CSWF), as well as Marine Corps direction and procedures for development of human capital needed to execute Marine Corps Enterprise Network Modernization. The purpose of the IDI is to provide quality training, education, and experiences to improve IT, Cyber, and Intel workforce skills and competencies. IDI supports the implementation of the Department of Defense (DoD) Cyber Workforce Framework (DCWF), as defined in Department of Defense Directive (DoD) 8140.01, as well as the creation of a learning community that acquires and imparts the knowledge and understanding of the information domain. 3.b.3. Technical training. IDI has partnered with Naval Information Warfare Center (NIWC) and General Services Administration (GSA) to provide virtual and live courses (where available) to support certification and technical training in Security, Networking, and Applications skillsets, with over 37 courses available in Fiscal Year 2021.
3.c. Learning Partnerships. IDI has partnered with numerous academic institutions to bring degree-based instructional programs to IT, Cyber, and Intel Civilian Marines. The IDI will set up and maintain a registry of ready-to-engage opportunities with industry, academia, and other federal and public organizations.
