Oracle Time and Labor (OTL) Actions Required for Defense Agencies Initiative Full Financials Go Live
This MARADMIN provides critical guidance for Phase II of the Marine Corps transition from SLDCADA/SABRS to the Defense Agencies Initiative (DAI) Oracle Time and Labor (OTL) system for civilian time and attendance. Phase II Full Financials Go-Live commences on 1 October 2021, following the successful Phase I implementation on 18 July 2021. All Marine Corps personnel who access OTL for time and attendance must complete specific actions by mid-September 2021 to ensure a successful transition.

1. Situation. 1.a. The Marine Corps initiated Phase I for the transition to Oracle Time and Labor (OTL) on 18 July 2021. All Marine Corps personnel who access OTL for Time and Attendance are impacted by the requirements of this MARADMIN. 1.b. Standard Labor Data Collection and Distribution Application (SLDCADA) has been replaced by Defense Agencies Initiative (DAI) OTL as the Marine Corps Time and Attendance system per reference (a). 1.c. This is the fifth in a series of five MARADMINs incrementally published regarding the transition to OTL. Prior MARADMINS are provided in references (b) through (f). All provisions from previous MARADMINs remain in effect. 1.d. Phase I of the transition to OTL for all appropriated funded civilian employees was effective on the pay period beginning on 18 July 2021. 2. Mission. Ensure that the Marine Corps is positioned effectively to achieve success in the transition to DAI Full Financials. 3. Execution. 3.a. Concept of Operations. 3.a.1. The transition from SLDCADA and Standard Accounting, Budgeting, and Reporting System (SABRS) to DAI will be accomplished in two overall phases. 3.a.2. Phase I OTL Go-Live was effective on the pay period Beginning 18 July 2021. 3.a.3. Phase II DAI Full Financials Go-Live will commence on 1 October 2021. 3.b. Tasks. The following tasks are required for a successful execution of Phase II. 3.b.1. By 11 September 2021, OTL Super Timekeepers/Human Resources Customer Service Representatives (HR CSRs) will ensure that current activity level, organization level, and employee level Lines of Accounting (LOAs) in Defense Civilian Pay System (DCPS) are end dated for 11 September 2021 to run that last pay cycle in SABRS. 3.b.2. By 11 September 2021, OTL Super Timekeepers/HR CSRs will provide all data necessary for Headquarters Marine Corps, Programs and Resources (HQMC P&R) to load all new employee level LOAs into DCPS to support accounting records in DAI. 3.b.3. Beginning 12 September 2021, pay records will transition from SABRS to DAI. Employees must validate that the project and task on their timecards correctly aligns to the work performed during that pay period; if not, modify and select the correct project and task prior to 26 September 2021. 3.c. Coordinating Instructions. 3.c.1. In order to be an OTL Super Timekeeper/HR CSR, it is required that the individual possess an Information Technology (IT) level 2 designation on the Security Clearance section of the OTL Access Request Management System (ARMS) SAAR. 3.c.2. HQMC P&R will analyze employee Standard Form (SF) 50 blocks 41 and 42. In the coming months, enterprise adjustments will be made. Guidance will be provided via separate correspondence. 4. Administration and Logistics. 4.a. Escalation Process. This process remains the same for Phase II actions. 4.b.
