MCRC Company Grade Selection Panel for Fiscal Year 2024 (FY24)

This MARADMIN announces the Marine Corps Recruiting Command (MCRC) Company Grade Selection Panel for Fiscal Year 2024, which will convene on 23 October 2023 to select officers for assignment as Recruiting Station Executive Officers, Operations Officers, and Officer Selection Officers across the nation. Eligible officers must complete their current tour by 30 September 2024, have career timing to support a full 36-month tour at MCRC, and submit their preferences by 15 October 2023.

1.  Marine Corps Recruiting Command (MCRC) requires high caliber company grade officers for assignment as Recruiting Station (RS) Executive Officers (XOs), Operations Officers (OpsOs), and Officer Selection Officers (OSOs) across the nation.  A panel consisting of staff from Manpower Management Officer Assignments (MMOA) and MCRC will convene on 23 October 2023 to identify and select officers for assignment during FY24.<br>
2.  Eligibility Criteria.<br>
2.a.  Time on Station (TOS).  Officers who will complete the prescribed tour, on their current set of orders, NLT 30 September 2024 are eligible.  If an officer does not meet this requirement, the officer must contact their Primary MOS (PMOS) monitor to discuss waiver submission requirements and options for curtailment.<br>
2.b.  Career timing.  Only those officers whose career timing that supports a full 36-month tour at MCRC are eligible.  Those officers in zone for promotion, selected for, or already promoted to Captain are eligible for assignment to MCRC.  Captains who are forecasted to be selected to the rank of Major during their MCRC assignment are ineligible for assignment.  Captains with a Date of Rank (DOR) of 1 October 2022 or earlier will not screen, as they will not have the career timing to support a full 36-month tour.<br>
2.c.  Career Designation.<br>
2.c.1.  Officers who are not yet career designated but will screen for career designation on the FY24 Career Designation Panel #1 will be considered.  If an officer does not meet this requirement, the officer must contact their PMOS monitor to discuss waiver submission requirements.<br>
2.c.2.  Per reference (a), when authorized by the Deputy Commandant, Manpower and Reserve Affairs, officers selected on the MCRC Company Grade Panel will be offered career designation in conjunction with acceptance of orders. These officers will receive a notification in Marine Online (MOL) and shall accept or decline the offer of career designation at a date published on the future results MARADMIN.  Officers who decline career designation will be considered as resigning in lieu of orders and will execute their current EAS.<br>
2.d.  Questions regarding eligibility should be directed to the appropriate PMOS monitor.<br>
3.  Process.<br>
3.a.  Eligible officers are directed to the MCRC Company Grade Website at https:(slash)(slash)www.manpower.usmc.mil/webcenter/portal/MMOA3_BUI/pages_mcrccompanygradeboard.  This site will have the screening population roster and the vacancy list.  The survey can be accessed at https:(slash)(slash)forms.osi.apps.mil/r/t72YpHrPDH.  Eligible officers must submit all correspondence to the board to SMBMMOAPLANSO@usmc.mil.<br>
3.b.  The deadline for preference submission and board correspondence is 2359 15 October 2023.<br>
3.c.  Assignments made by this panel are for a tour control factor (TCF) of 36 months.  Requests to resign or retire prior to the completion of the 36-month TCF will not normally receive favorable endorsement.  Final authority for requests to resign or retire is the Deputy Commandant, Manpower and Reserve Affairs, IAW Ref (c).<br>
4.  Incentive.  Per MARADMIN 371/03, officers who are assigned and successfully complete a tour as an RS XO, RS OpsO, or OSO will have the option of assignment to either Resident Career Level School (CLS) or geographic location of follow-on assignment.<br>
