Female Evening Dress Slacks

1. Per reference (a), the female high-waisted evening dress slacks are authorized for wear; sky blue 55/45 polyester/wool blend fabric for staff noncommissioned officers (SNCOs) and dark blue tropical weight fabric (same fabric as the jacket) for officers.
2.  Interim guidance.  The high-waisted evening dress slack is a new item and does not have an approved design/specification.  In order to meet the desire for the slack for the 2023 Birthday Ball season, female officers and SNCOs may utilize the male high-waisted evening dress trousers (dark blue for officers and sky blue for SNCOs), and will continue to be authorized to wear the male evening dress trousers until they are no longer serviceable.  Tailoring will be at the individual's expense.  Additionally, female SNCOs can wear their existing sky blue dress slacks for the 2023 Birthday Ball season only as long as the jacket overlaps the upper portion of the waist band while standing.
3.  Add paragraphs 3028.5a-b to reference (B) to read as follows:
    5.  Evening Dress Slacks
        a.  When the evening dress uniform is worn, female officers and SNCOs have the option to wear the skirt (long or short, depending on the occasion) or slacks.  
        b.  The SNCO evening dress slacks are high-waisted and sky blue with an ornamental red stripe sewn down the outer seam of each leg.  The officer evening dress slacks are high-waisted and dark blue with an ornamental gold lace stripe of tarnish resistant gold thread or gold-plated braid down each leg.
