USMC Policies and Procedures for Foreign Visits and Foreign Disclosure
This MARADMIN establishes USMC policies and procedures for foreign visits to Marine Corps bases, commands, and facilities within the United States, and for foreign disclosure of classified or controlled unclassified information. All official foreign visit requests must be submitted through the visitor's embassy in Washington, D.C. to HQMC for approval, and any disclosure of sensitive information must be authorized by designated disclosure authorities in accordance with national foreign disclosure policy.

1. THIS IS A COMBINED, COORDINATED MESSAGE BETWEEN DIRECTOR OF INTELLIGENCE (DIRINT) AND DEPUTY COMMANDANT, PLANS, POLICIES, AND OPERATIONS (DC, PP&O/PLU). THIS MARADMIN IS DESIGNED TO SUPPLEMENT REF (A) AND APPLIES ONLY TO VISITS CONDUCTED WITHIN THE UNITED STATES. THE USMC FULLY SUPPORTS THE FOREIGN VISITS AND DISCLOSURE PROGRAMS. THESE PROGRAMS PROVIDE AN OPPORTUNITY TO EXCHANGE INFORMATION, DEVELOP PROFESSIONAL CONTACTS, AND BUILD/ENHANCE RELATIONSHIPS WITH ALLIES AND OTHER FRIENDLY NATIONS. USMC PARTICIPATION IN THESE PROGRAMS IS INTENDED TO MAXIMIZE OPPORTUNITIES FOR INTERACTION WITH ALLIES AND OTHER FRIENDLY NATIONS WHILE MANAGING THE IMPACT OF THESE PROGRAMS ON THE OPERATING FORCES. IT IS ESSENTIAL THAT VISIT/DOCUMENT REQUESTS BE COORDINATED SO THAT THE INTERESTS OF THE U.S. GOVERNMENT AND THE U.S. MARINE CORPS ARE ADEQUATELY SERVED. IN ADDITION, THESE PROGRAMS MUST BE CONDUCTED IN A MANNER WHICH LIMITS RISKS OF EXPOSURE OF CLASSIFIED OR SENSITIVE INFORMATION TO FOREIGN PERSONNEL NOT OTHERWISE AUTHORIZED ACCESS TO THIS INFORMATION. 2. REQUESTS FOR OFFICIAL VISITS CONDUCTED BY FOREIGN GOVERNMENTS OR REPRESENTATIVES TO USMC BASES, COMMANDS, OR FACILITIES AND THEIR CONTRACTOR FACILITIES (HERE AFTER REFERRED TO COLLECTIVELY AS USMC ACTIVITIES) MUST BE SUBMITTED THROUGH THE VISITOR'S EMBASSY IN WASHINGTON, D.C. TO HQMC. OFFICIAL VISITS INCLUDE ONE-TIME, RECURRING, AND EXTENDED VISITS. EXCEPTIONS TO THIS POLICY ARE OUTLINED IN REF (F) PARA 2.3. 3. MARINE CORPS ACTIONS FOR FOREIGN VISITS. A. HQMC, FOREIGN LIAISON OFFICE. (1) ONCE A ONE-TIME OR RECURRING FOREIGN VISIT REQUEST IS RECEIVED AT HQMC, THE FOREIGN LIAISON OFFICE (FLO) WILL ADMINISTRATIVELY REVIEW THE REQUEST FOR COMPLETENESS. THE REQUEST WILL THEN BE STAFFED TO THE USMC ACTIVITY TO BE VISITED OR THAT MAY HAVE INTEREST IN THE VISIT. EXTENDED VISITS WILL BE PROCESSED IN THE SAME MANNER BY DC, PP&O, PLU-SA/FMS. (2) FLO OR DC, PP&O WILL EITHER APPROVE, RETURN TO THE REQUESTING EMBASSY WITHOUT ACTION (FOR RESCHEDULING, ADDITIONAL INFORMATION, ETC.) OR DENY THE VISIT. THE FINAL DECISION WILL BE BASED ON RECOMMENDATIONS RECEIVED FROM ALL USMC ACTIVITIES ORIGINALLY NOTIFIED OF THE PROPOSED VISIT IN CONJUNCTION WITH A REVIEW OF ALL FOREIGN DISCLOSURE POLICY APPLICABLE TO THE PURPOSE OF THE VISIT. IF APPROVED, THE APPROVAL NOTIFICATION TO THE USMC ACTIVITY TO BE VISITED WILL INCLUDE SPECIFIC CONDITIONS OR LIMITATIONS APPLICABLE TO THE VISIT, AND AUTHORITY TO DISCLOSE AND/OR RELEASE CLASSIFIED MILITARY INFORMATION (CMI) OR CONTROLLED UNCLASSIFIED INFORMATION (CUI). IF A VISIT IS TO BE RESCHEDULED, AFFECTED PARTIES WILL BE NOTIFIED AND PROVIDED THE APPLICABLE INFORMATION. B. USMC ACTIVITIES TO BE VISITED (1) COORDINATION. (A) UPON RECEIPT OF A FOREIGN VISIT REQUEST, SECURITY MANAGEMENT, LIAISON, AND/OR PROTOCOL PERSONNEL ASSIGNED FOREIGN VISIT DUTIES OR INTERESTS MUST BEGIN THE ASSESSMENT AND COORDINATION PROCESS. EACH USMC ACTIVITY FOR WHICH A VISIT IS BEING PROPOSED MUST VERIFY THAT THE VISIT IS VALID, BASED ON THE PURPOSE CONTAINED IN THE VISIT REQUEST. RESPONSIBLE PERSONNEL MUST ENSURE THEIR ACTIVITY CAN SUPPORT THE VISIT AND THAT IT WILL NOT CONFLICT WITH OTHER SCHEDULED FUNCTIONS OR OPERATIONAL ACTIVITIES. THE COMMANDER OR DIRECTOR HAS BROAD DISCRETION TO DETERMINE IF THE VISIT CAN/SHOULD BE SUPPORTED; HOWEVER, EVERY EFFORT WILL BE MADE TO ACCOMMODATE A REQUESTED VISIT IF IT IS CLEARLY IN THE U.S.'S BEST INTEREST TO DO SO. (B) WHEN RECOMMENDING APPROVAL OF A VISIT, THE USMC ACTIVITY TO BE VISITED MUST IDENTIFY A VISIT POC (U.S. CONTACT OFFICER/ESCORT) FOR THE VISIT. (C) THE USMC ACTIVITY TO BE VISITED MUST IDENTIFY THE EXPECTED LEVEL OF CMI OR CUI TO BE DISCLOSED OR RELEASED IN CONJUNCTION WITH THE VISIT. ANY DISCLOSURE ISSUES OUTSIDE EXISTING DISCLOSURE AUTHORIZATIONS OR DELEGATIONS MUST BE COORDINATED WITH AND APPROVED BY DC, PP&O, PLU-SA/FMS OR DIRINT, AS APPROPRIATE, USING AS GUIDANCE ENCLOSURE (2) TO REF (B). RECOMMEND USMC ACTIVITIES INCLUDE THEIR SECURITY MANAGERS IN THIS COORDINATION PROCESS. (D) FINALLY, ALL RESPONSES TO FOREIGN VISIT REQUEST STAFFINGS MUST BE SUBMITTED NOT LATER THAN THE ESTABLISHED SUSPENSE DATE OR THE REQUEST MAY BE RETURNED TO THE REQUESTING EMBASSY, DUE TO A LACK OF RESPONSE FROM THE VISIT POC. (2) CONDUCT OF THE VISIT. UPON THE ARRIVAL OF THE VISITOR(S), PROPER ID MUST BE PRESENTED FOR VERIFICATION PURPOSES. THE ID MUST INCLUDE A PICTURE OF THE VISITOR, AN ID NUMBER, DATE OF BIRTH, AND NATIONALITY. A FOREIGN PASSPORT IS THE PREFERRED FORM OF OFFICIAL ID, BUT ANY OTHER FORM OF OFFICIAL ID WHICH CONTAINS THE ABOVE SPECIFIED INFORMATION IS ACCEPTABLE. ALL VISITORS WILL BE REQUIRED TO COMPLY WITH LOCAL SECURITY REQUIREMENTS. C. SENIOR COMMANDS OR OVERSIGHT ELEMENTS. SENIOR COMMANDS OR OVERSIGHT ELEMENTS MAY CONSIST OF THOSE IN THE ADMINISTRATIVE CHAIN OF COMMAND OR THOSE WHO HAVE PROJECT OVERSIGHT. PERSONNEL ASSIGNED FOREIGN VISITS DUTIES AT SENIOR COMMANDS WITH OVERSIGHT OR INTEREST IN FOREIGN VISITS MUST ALSO ADMINISTRATIVELY REVIEW THE VISIT REQUEST TO DETERMINE VALIDITY. THEY SHOULD PROVIDE THE HQMC FLO ANY COMMENTS OR RESTRICTIONS THEY DESIRE TO LEVY ON THE VISIT OR VISITOR(S). D. DEPUTY COMMANDANT FOR PLANS, POLICIES, AND OPERATIONS. PROVIDES TRACKING AND SITUATIONAL AWARENESS OF ONE-TIME AND RECURRING OFFICIAL VISIT REQUESTS AND ASSISTS COMMANDS, BASES AND FACILITIES WITH TECHNICAL EXPERTISE. MAINTAINS COGNIZANCE OF AND COORDINATES ALL EXTENDED VISITS REQUESTS TO MARINE CORPS COMMANDS AND ACTIVITIES. ENSURE REQUESTS FOR DISCLOSURE OF CMI OR CUI IN NDP-1 CATEGORIES 1 THROUGH 7 ARE IN ACCORDANCE WITH REFERENCES (B) AND (C). E. DEPUTY COMMANDANT FOR AVIATION. REVIEWS AND PROVIDES COMMENTS/RESTRICTIONS FOR ALL AVIATION-RELATED VISIT REQUESTS. F. DIRECTOR OF PUBLIC AFFAIRS. IAW REF (A), COORDINATES VISITS BY FOREIGN JOURNALISTS AND FREE-LANCE WRITERS. ALL SUCH REQUESTS MUST BE COORDINATED WITH THE U.S. INFORMATION AGENCY FOR U.S. GOVERNMENT CLEARANCE AND APPROVAL. ALL VISITS BY FOREIGN JOURNALISTS AND FREE-LANCE WRITERS ARE LIMITED TO ONLY THAT INFORMATION WHICH HAS BEEN DETERMINED TO BE WITHIN THE PUBLIC DOMAIN. FVRS ARE NOT NORMALLY SUBMITTED TO ACCOMMODATE JOURNALISTS AND FREE-LANCE WRITERS. 4. FOREIGN DISCLOSURE. REFS (B) AND (C), OUTLINE THE NATIONAL FOREIGN DISCLOSURE POLICY AND SPECIFY SAFEGUARDS REQUIRED TO ENSURE PROTECTION OF OUR NATIONAL SECURITY INTERESTS. CMI AND CUI IS SHARED WITH FOREIGN GOVERNMENTS ONLY WHEN THERE IS A CLEARLY DEFINED BENEFIT TO THE U.S. GOVERNMENT. DISCLOSURES OF SUCH INFORMATION ARE ONLY MADE WHEN AUTHORIZED BY A DESIGNATED DISCLOSURE AUTHORITY (DDA) AND/OR IN ACCORDANCE WITH A DELEGATION OF DISCLOSURE AUTHORITY LETTER (DDL) ISSUED FOR A SPECIFIC INTERNATIONAL AGREEMENT. THE TWO OFFICES WITHIN HQMC RESPONSIBLE FOR FOREIGN DISCLOSURE ARE DC, PP&O, PLU FOR NDP-1 CATEGORIES 1-7 AND DIRINT FOR NDP-1 CATEGORY 8. RELEASE AUTHORITY IS NOT NEEDED FOR PUBLIC DOMAIN INFORMATION. A. DISCLOSURE AND/OR RELEASE REQUEST PROCEDURE NOT INVOLVING A FOREIGN VISIT. REQUESTS FOR DISCLOSURE AND/OR RELEASE OF CMI AND CUI IN NDP-1 CATEGORIES 1-7 WILL BE FORWARDED BY THE RESPECTIVE COMMAND OR HQMC STAFF AGENCY TO DC, PP&O, PLU-SA/FMS. DISCLOSURE REQUESTS WILL BE GUIDED BY REF (C), UTILIZING ENCLOSURE 1 TO REF (B) AND WILL BE SUBMITTED VIA DMS MESSAGE, EMAIL (USING ADDRESS CONTAINED IN PARA 7. BELOW), OR STANDARD NAVAL LETTER CORRESPONDENCE. IF THE REQUEST IS SUBMITTED BY LETTER, IT SHOULD BE FAXED TO (703) 614-1420 TO THE ATTENTION OF DC, PP&O, PLU-SA/FMS. EACH REQUEST FOR DISCLOSURE AND/OR RELEASE SHOULD CONTAIN SUPPORTING RATIONALE FOR THE REQUEST. IF DISCLOSURE/RELEASE IS APPROVED, DC, PP&O WILL ISSUE AN OFFICIAL RESPONSE TO THE REQUESTOR PROVIDING DISCLOSURE AND/OR RELEASE GUIDANCE VIA MESSAGE TRAFFIC, EMAIL, OR STANDARD NAVAL CORRESPONDENCE. REQUESTS FOR DISCLOSURE OF CMI AND CUI IN NDP-1 CATEGORY 8 WILL BE FORWARDED TO THE DIRINT VIA DMS MESSAGE, EMAIL (USING ADDRESS CONTAINED IN PARA 7. BELOW) OR STANDARD NAVAL LETTER CORRESPONDENCE (IF SENT BY LETTER, FAX TO (703) 614-8160). IF APPROVED, THE DIRINT WILL ISSUE AN OFFICIAL RESPONSE. DISCLOSURE REQUESTS THAT DO NOT PROVIDE SUFFICIENT DETAIL ON WHICH TO BASE AN INFORMED DECISION WILL BE RETURNED FOR FURTHER JUSTIFICATION. B. DISCLOSURE/RELEASE DURING A FOREIGN VISIT. EACH FOREIGN VISIT REQUEST MAKES PROVISIONS FOR ANTICIPATED DISCLOSURE OR RELEASE. WHILE THE VISIT REQUEST MAY ASK FOR OR IDENTIFY POTENTIAL CLASSIFICATION LEVELS, AUTHORIZATION AT THE REQUESTED LEVEL IS NOT AUTOMATIC. RESPONSES TO VISIT REQUESTS SHOULD INCLUDE JUSTIFICATIONS FOR DISCLOSURE/RELEASE AT THE APPROPRIATE CLASSIFICATION LEVEL FOR THE VISIT. THE VISIT APPROVAL WILL PROVIDE GUIDANCE, RESTRICTIONS AND LIMITATIONS IN THE "CONDITIONS AND LIMITATIONS" SECTION PERTAINING TO DISCLOSURE DURING THE VISIT. C. RECORD OF DISCLOSURE OR RELEASE. EVERY INCIDENT OF FOREIGN DISCLOSURE OR RELEASE MUST BE RECORDED, WHETHER COVERED UNDER AN EXISTING AGREEMENT OR A CASE-BY-CASE BASIS. THE MEDIUM BY WHICH ALL FOREIGN DISCLOSURES ARE DOCUMENTED IS THE FOREIGN DISCLOSURE SYSTEM (FDS) COMPUTER NETWORK. THOSE ACTIVITIES WITH ACCESS TO THE FDS MAY MAKE ENTRIES DIRECTLY INTO FDS. THOSE ACTIVITIES WITHOUT ACCESS TO FDS WILL SUBMIT DISCLOSURE AND RELEASE ACTIONS IAW REF (B). 5. DEFINITIONS. A. ONE TIME VISIT. CONTACT BY A FOREIGN REPRESENTATIVE WITH A DOD COMPONENT OR DOD CONTRACTOR FACILITY FOR A SINGLE SHORT-TERM OCCASION, NORMALLY FEWER THAN 30 DAYS, FOR A SPECIFIED PURPOSE. B. RECURRING VISIT. INTERMITTENT, REPEATED VISITS BY FOREIGN REPRESENTATIVES WITH A DOD COMPONENT OR DOD CONTRACTOR FACILITY OVER A SPECIFIED PERIOD OF TIME FOR A GOVERNMENT APPROVED LICENSE, CONTRACT, OR AGREEMENT, OR OTHER PROGRAM WHEN INFORMATION TO BE RELEASED HAS BEEN DEFINED AND APPROVED FOR RELEASE IN ADVANCE BY THE U.S. GOVERNMENT. EACH RECURRING VISIT REQUEST CANNOT EXCEED 1 YEAR IN DURATION. C. EXTENDED VISIT. A SINGLE VISIT BY A FOREIGN REPRESENTATIVE FOR AN EXTENDED PERIOD OF TIME (NORMALLY BEYOND 30 DAYS). EXTENDED VISITS ARE USED WHEN A FOREIGN REPRESENTATIVE IS REQUIRED TO BE IN CONTINUOUS CONTACT WITH A DOD COMPONENT OR DOD CONTRACTOR FACILITY. EXAMPLES OF EXTENDED VISITORS INCLUDE FOREIGN LIAISON OFFICERS AND FOREIGN EXCHANGE PERSONNEL. D. CLASSIFIED MILITARY INFORMATION (CMI). INFORMATION ORIGINATED BY OR FOR THE DEPARTMENT OF DEFENSE OR ITS AGENCIES OR UNDER THEIR JURISDICTION OR CONTROL, WHICH REQUIRES PROTECTION IN THE INTEREST OF NATIONAL SECURITY. IT IS DESIGNATED TOP SECRET, SECRET OR CONFIDENTIAL. CMI MAY BE VISUAL, ORAL, OR MATERIAL IN FORM. E. CONTROLLED UNCLASSIFIED INFORMATION (CUI). IAW REFS (D) AND (E), UNCLASSIFIED INFORMATION TO WHICH ACCESS OR DISTRIBUTION LIMITATIONS HAVE BEEN APPLIED ACCORDING TO NATIONAL LAWS, POLICIES, AND REGULATIONS OF THE ORIGINATING COUNTRY. IT INCLUDES U.S. INFORMATION THAT IS DETERMINED TO BE EXEMPT FROM PUBLIC DISCLOSURE ACCORDING TO REFS (B) AND (D) OR THAT IS SUBJECT TO EXPORT CONTROLS ACCORDING TO TITLE 22, CODE OF FEDERAL REGULATIONS, PARTS 120-130 (22 CFR 120-130).
