Hurricane Wilma Preparations-Personnel Accounting
This MARADMIN provides guidance for personnel accounting in response to Hurricane Wilma's expected impact on South Florida, including Key West. It establishes procedures for accounting for all Marine Corps military members, civilian employees, and their families before and after the disaster through preparation and evacuation phases, with daily reporting requirements to ensure rapid disaster response and restoration of operational capability.

1. PURPOSE. THIS MARADMIN PROVIDES GUIDANCE FOR PERSONNEL ACCOUNTING INCIDENT TO MAJOR DISASTERS. THIS IS A COORDINATED M&RA AND PP&O MESSAGE. COMMANDERS PASS TO SUBORDINATE AND TENANT ACTIVITIES AS WELL AS MILITARY PERSONNEL, CIVILIAN EMPLOYEES, AND THEIR FAMILIES. 2. SITUATION. HURRICANE WILMA IS EXPECTED TO IMPACT SOUTH FLORIDA, INCLUDING KEY WEST. 3. TASKING. ACCOUNTING FOR MILITARY MEMBERS, CIVILIAN EMPLOYEES, AND THEIR FAMILIES IN THE AFFECTED AREA BEFORE AND AFTER A MAJOR DESTRUCTIVE WEATHER EVENT IS REQUIRED IN ORDER TO DEVELOP A RAPID RESPONSE THAT PROVIDES THE NEEDED DISASTER RELIEF TO OUR PERSONNEL AND RESTORES OPERATIONAL CAPABILITY TO AREA COMMANDS. 4. CONCEPT OF OPERATION. PERSONNEL ACCOUNTING ACTIONS CONSISTING OF A PREPARATION PHASE AND AN EVACUATION PHASE WILL BE EXECUTED BY ALL COMMANDS AND ACTIVITIES WITHIN THE FORECASTED AFFECTED GEOGRAPHIC AREA. PREPARATION PHASE ACTIONS BEGIN WITH ESTABLISHING THE BY- NAME ACCOUNTING BASELINE FOR INDIVIDUALS IN EACH COMMAND OR ACTIVITY, ESTABLISHING TIES IF NECESSARY BETWEEN LOCAL COMMANDS AND FAMILIES OF THOSE MEMBERS WHO RESIDE IN THE AFFECTED AREAS BUT WHOSE SPONSOR IS ASSIGNED ELSEWHERE, PROVIDING APPROPRIATE GUIDANCE TO EVACUEES AND COMMANDS REGARDING EVACUATION PROCEDURES AND SUBSEQUENT REPORTING RESPONSIBILITY. EVACUATION PHASE ACTIONS BEGIN WITH ISSUANCE OF AN EVACUATION ORDER AND CONTINUE THROUGHOUT SUBSEQUENT RECOVERY PERIODS. THESE ACTIONS ARE INTENDED TO ENSURE THE HEALTH AND WELFARE OF ALL MARINE CORPS PERSONNEL, MILITARY AND CIVILIAN, AND THEIR FAMILIES WITHIN THE AFFECTED AREA. 5. PREPARATION PHASE ACTIONS: A. CMC (PP&O) AND (M&RA) WILL: (1) PROVIDE CLARIFICATION AND AMPLIFICATION OF THIS GUIDANCE AS NECESSARY. (2) ASSIST COMMANDS AND ACTIVITIES AS NECESSARY IN ESTABLISHING LOCAL TIES WITH FAMILIES WHO RESIDE IN THE AFFECTED AREAS BUT WHOSE SPONSOR IS ASSIGNED ELSEWHERE. B. MAJOR COMMANDS (THOSE AFFECTED BY THE DISASTER, (E.G., MARFORS; CG, MCRC; CG, TECOM) WILL: (1) DEVELOP AN EVACUATION ORDER, TO BE ISSUED IF NECESSARY. AT A MINIMUM, EVACUATION ORDERS MUST CONTAIN SPECIFIC INSTRUCTIONS TO EVACUEES REGARDING TIMING OF EVACUATION, SAFE HAVEN OPTIONS, AND SUBSEQUENT CHECK-IN REQUIREMENTS AND METHODS, INCLUDING ALTERNATE MEANS OF COMMUNICATION. DIRECTION SHALL BE PROVIDED TO CONTACT MARINE CORPS AUTHORITIES AS SOON AS REACHING SAFE HAVEN BUT NOT LATER THAN 48 HOURS AFTER EVACUATION IN THE FOLLOWING ORDER: PARENT COMMAND OR ACTIVITY, NEAREST BASE WATCH CENTER, THE MILITARY ONE SOURCE TOLL FREE HELP LINE (1-800-342-9647) OR THE MARINE CORPS ONE SOURCE TOLL FREE HELP LINE (1-800-869-0278). (2) ENSURE SAFE HAVEN(S) RECEIVE TIMELY WARNING OF IMPENDING EVACUEE ARRIVAL AS NECESSARY. (3) PROVIDE GUIDANCE TO SUBORDINATE COMMANDS FOR PERSONNEL ACCOUNTING REPORTS THAT WILL BE REQUIRED DAILY WHEN A DISASTER OCCURS. C. COMMANDING OFFICERS, OFFICERS-IN-CHARGE AND DIRECTORS OF CIVILIAN ACTIVITIES WILL: (1) VERIFY THE COMMAND OR ACTIVITY PERSONNEL ROSTER. (2) UPDATE THIS INITIAL INFORMATION AS REQUIRED. (3) AS REQUESTED, ASSUME RESPONSIBILITY FOR AND ESTABLISH A TIE TO FAMILIES OF MEMBERS WHO RESIDE IN THE LOCAL VICINITY OF YOUR COMMAND, BUT WHOSE SPONSOR IS ASSIGNED ELSEWHERE (OUTSIDE OF THE AFFECTED AREA). SUCH FAMILIES ARE NOT TIED TO ANY PARTICULAR COMMAND, INSTALLATION OR ACTIVITY IN THE AFFECTED AREA. HOWEVER, SUCH FAMILIES NEED TO ESTABLISH A TIE TO A LOCAL MARINE CORPS COMMAND FOR THE PURPOSES OF: ACCOUNTABILITY, GUIDANCE, EVACUATION ORDERS, AND SUPPORT. REQUESTS TO ESTABLISH SUCH TIES MAY BE INITIATED DIRECTLY BY THE FAMILY TO A LOCAL COMMAND OR VIA THEIR SPONSOR'S COMMAND TO A LOCAL COMMAND. THIS TEMPORARY TIE WILL REMAIN FOR THE DURATION OF THE DISASTER AND EVACUATION UNLESS TERMINATED SOONER. (4) PROMULGATE INFORMATION CONTAINED IN THE EVACUATION ORDER TO ALL PERSONNEL. INFORM EVERYONE OF THE AVAILABILITY OF THE MILITARY ONE SOURCE TOLL FREE HELP LINE (1-800-342-9647) OR THE MARINE CORPS TOLL FREE HELP LINE (1-800-869-0278). (5) DIRECT ALL PERSONNEL WHO WILL NOT EVACUATE TO CONTACT MARINE CORPS AUTHORITIES AS SOON AS POSSIBLE FOLLOWING THE STORM'S DEPARTURE IN THE FOLLOWING ORDER: PARENT COMMAND OR ACTIVITY OR THE NEAREST BASE WATCH CENTER. 6. EVACUATION PHASE ACTIONS: A. CMC (M&RA) WILL MONITOR PROGRESS OF PERSONNEL ACCOUNTING AND PROVIDE ASSISTANCE WHERE REQUIRED. B. CMC (PP&O), SPECIFICALLY THE HEADQUARTERS U.S. MARINE CORPS CRISIS RESPONSE CENTER (CRC), WILL CONSOLIDATE THE PERSONNEL ACCOUNTING REPORTS FROM MAJOR COMMANDS AND FORWARD TO THE JOINT STAFF J-1. C. MARINE CORPS COMMANDERS WILL: (1) WHEN REQUIRED, DIRECT SUBORDINATE COMMANDERS TO PROVIDE DAILY PERSONNEL ACCOUNTING REPORTS AS SOON AS PRACTICAL. PROVIDE DAILY UPDATES UNTIL RELIEVED OF THIS REQUIREMENT. (2) CONSOLIDATE DAILY PERSONNEL ACCOUNTING REPORTS FROM SUBORDINATE COMMANDS AND SUBMIT IT TO THE HEADQUARTERS U.S., MARINE CORPS CRISIS RESPONSE CENTER (CRC), IN THE REQUIRED FORMAT, BY THE REQUESTED DEADLINE. REPORTS ARE DUE TO THE CRC MANPOWER OFFICER, MHMANOFF@HQMC.USMC.MIL, VIA EMAIL, BY 1400 EST (1800Z) DAILY. REPORTS ARE DUE DAILY (MONDAY THROUGH SUNDAY), BEGINNING THE DAY AFTER THE OCCURANCE, UNTIL RELIEVED OF THE REPORTING REQUIREMENT. (3) CONTACT SAFE HAVEN(S) TO ASCERTAIN IF ASSISTANCE IS NEEDED TO SUPPORT EVACUEES. ADVISE CMC (M&RA) IF ASSISTANCE IS REQUIRED. D. COMMANDING OFFICERS, OFFICERS-IN-CHARGE AND DIRECTORS OF CIVILIAN ACTIVITIES WILL ACTIVELY BEGIN ACTIONS TO ACCOUNT FOR THEIR PEOPLE AS RAPIDLY AS POSSIBLE USING ALL MEANS AVAILABLE. AN INITIAL REPORT SHALL BE MADE AS SOON AS PRACTICAL, THEN UPDATED DAILY UNTIL RELIEVED OF THE REPORTING REQUIREMENT. 7. REPORTING REQUIREMENTS: A. CONSOLIDATED DAILY REPORTS FROM MAJOR COMMANDS WILL BE SUBMITTED TO THE HEADQUARTERS U.S. MARINE CORPS CRISIS RESPONSE CENTER VIA EMAIL. B. SUBMIT REPORT IN THE REQUIRED EXCEL SPREADSHEET FORMAT WITH REQUIRED INFORMATION. C. SUBMIT REPORTS TO THE CRC MANPOWER OFFICER, MHMANOFF@HQMC.USMC.MIL, VIA EMAIL, BY 1400 EST (1800Z) DAILY. D.
