Issuance of Government Travel Charge Cards (GTCC) for Reserve Component Personnel
This MARADMIN rescinds the exemption for Selected Marine Corps Reserve (SMCR) and Individual Mobilization Augmentee (IMA) personnel to have a Government Travel Charge Card (GTCC) and directs all qualifying Reserve component personnel to obtain Individually Billed Account GTCCs. The policy is driven by the implementation of the Defense Travel System (DTS) across the Marine Corps Reserve, which requires travelers to use individual GTCCs for all official travel-related expenses including transportation.

1. Purpose. This MARADMIN rescinds the exemption for Selected Marine Corps Reserve (SMCR) Marines to have a GTCC and directs the issuance of Individually Billed Account GTCCs to all SMCR and Individual Mobilization Augmentee (IMA) Personnel. This policy applies to all SMCR and IMA personnel and is effective 1 September 2017. Members of the Individual Ready Reserve continue to fall under the requirements to apply for a GTCC as prescribed in ref (a). 2. Ref (b) announced the establishment of the DTS-RIB for the purpose of implementing DTS across the Marine Corps Reserve. The use of DTS will require travelers to use the individual GTCC for all official travel related expenses, to include transportation. 3. No later than (NLT) 1 September 2017, commanders shall direct their Agency Program Coordinators (APC) to begin processing applications for the issuance of GTCCs. The requirement to apply for a GTCC is not contingent on a travel requirement. All Reserve personnel who meet the qualifications outlined in refs (c) and (d) will apply for and be issued a GTCC. 4. SMCR and IMA personnel will begin the application process NLT 1 September 2017. If not already in their possession, within 30 days of being assigned to a unit, newly assigned personnel will apply for a GTCC. 5. APC instructions. Ensure GTCC applicants complete the training required by ref (c) and a copy of the training certificate is maintained on file along with a signed Statement of Understanding. As part of the check-in process, ensure newly assigned personnel have a valid GTCC in their possession. Personnel without a valid GTCC will submit an application within 30 days of reporting for duty. 6. Applicability. This policy applies to all SMCR and IMA personnel who meet the requirements for GTCC issuance outlined in refs (c) and (d). See paragraphs 04061 and 040602 of ref (d) for exceptions to the requirement to have a GTCC. 7. This policy will be incorporated into ref (c) and the Inspector General of the Marine Corps Functional Area Checklist. 8. Release authorized by Colonel J. M.
