Domestic Violence Incident Count and Consequent Command Actions
This MARADMIN establishes updated procedures for Major Subordinate Commands (MSCs) to report command actions taken in response to domestic violence incidents involving active duty Marines. MSCs will receive semi-annual requests to provide information on command actions for incidents meeting DoD definitions of moderate/severe physical abuse and all sexual abuse cases, which will be compiled for the annual congressional report.

1. This MARADMIN updates previous guidance related to the Department of Defense (DoD) requirement to provide an annual report to congressional defense committees. The annual report details an accurate numeric count of incidents meeting the DoD definition, as outlined in reference (a), for moderate and severe physical abuse and all incidents of family advocacy program (FAP) sexual abuse and the consequent command actions taken. 2. As outlined in reference (b), Major Subordinate Commands (MSCs) shall report the command actions for all domestic violence incidents that meet criteria in which the offender is an active duty service member, including guard and reserve personnel in an active duty status. 3. Effective fiscal year 2016, MSCs with reportable actions will receive a request for a Point of Contact (POC) semi-annually via the official notification system (DON TRACKER). Upon Headquarters Marine Corps (HQMC) FAP receipt of the MSC POC, HQMC FAP will send a list of incidents meeting the DoD definition of moderate and severe physical abuse and all incidents of FAP sexual abuse to the POC via the secure file transfer protocol Aviation and Missile Research Development and Engineering Center (AMRDEC) SAFE. MSCs will receive a partially completed report which shall include the following: A. Central registry incident number B. Offender name, rank, EDIPI C. Date incident reported to FAP D. Incident determination committee date E. Abuse type (requires command confirmation) F. Command/unit G. Command actions 4. The MSC POC will complete the command action field, column h, by annotating the command action taken (e.g., court-martial, non-judicial punishment, administrative separation, counseling, no action) and return the report via AMERDEC SAFE to HQMC FAP. 5. This MARADMIN is cancelled upon publication of reference (a) revision. 6. This MARADMIN is applicable to the Marine Corps and Marine Corps Reserve. 7. Release authorized by MajGen B. W.
