Retraining Guidance on FY18 MOS Manual Changes for the Communications (06XX) Occupational Field

This MARADMIN provides retraining guidance for Marines in the Communications (06XX) occupational field following the FY18 MOS Manual restructuring. Effective 1 October 2017, Marines with specific MOS codes (0612, 0619, 0651, 0659, 2821, 2823) will be reclassified and may require supplemental training delivered by Communication Training Instructors (CTIs) or formal learning centers, with Draw Case Codes (DCCs) assigned to track retraining requirements.

1.  Purpose.  This MARADMIN is published to clarify retraining requirements in support of the 06xx Force Modernization Plan.<br>
2.  Background.  A task organized Headquarters Marine Corps, Command, Control, Communications, and Computers (HQMC C4) working group conducted a communications function review, capability groups assessment, and a subsequent in-depth skillset analysis.  The purpose of this working group was to posture the community to support emerging command and control requirements, adapt to rapid changes in technology and enable operations within a dynamic information environment.  As a result of the analysis, the working group realigned skillsets, developed a new Military Occupational Specialty (MOS) structure, and derived a deliberate career progression combined with mandatory training requirements to provide a more robust professional force.<br>
3.  Concept of Operations<br>
3.a.  HQMC C4 has developed a retraining plan with the stakeholders to address the training gap with the current 06xx population inventory and the skillset alignment under the new MOS structure.  The retraining plan is executed using Communication Training Instructors (CTIs), supplemented by the formal learning centers at Communication Training Centers (CTC) at Camp Pendleton, CA (CTC 1), Camp Lejeune, NC (CTC 2), and Okinawa, JA (CTC 3), and the Communication Training Battalion (CTB), Marine Corps Communication-Electronics School (MCCES), MCAGCC Twenty-nine Palms, CA.  MCCES Mobile Training Teams (MTT) will be dispatched as necessary to support outlying locations.<br>
3.b.  CTIs are critical to the execution of the retraining plan. CTC 1, 2 and 3 will conduct scheduled CTI Administrator courses beginning FY18 to build capacity.  During these courses the CTI will receive basic instructor skills, retraining evaluation criteria, access to curriculum repositories and familiarization with the Marine Corps Training Management System (MCTIMS).<br>
3.c.  A draw case code (DCC) is assigned to Marines subject to reclassification who require additional training to meet the T and R standards for the new PMOS.  2821 and 2823 Marines electing to remain in the 28xx occupational field have no assigned DCC.  2823 Marines reclassified to 0639 and 0699 have no assigned DCC.  2821 Marines being reclassified to the 0631 MOS have no assigned DCC.<br>
4.  Actions.<br>
4.a.  On 1 October 2017, Marines possessing the MOS of 0612, 0619, 0651, 0659, 2821 and 2823 are reclassified as outlined in refs (a) and (d).<br>
4.b.  Commands are encouraged to identify Marines for CTI training upon receipt of this message.<br>
4.c.  Upon reclassification, Marines with PMOS 0631 and 0671 who have been identified by their chain of command as requiring retraining, receive a DCC of 6Q (06XX ENLISTED RETRAINING REQUIRED).  Marines with a DCC of 6Q must complete supplemental training delivered by a CTI, or by attending their respective supervisor course, or chief course at the formal learning center.<br>
4.d.  Upon reclassification, Marines with PMOS 0639, 0679 who have completed the chief courses Telecommunications Chief Course M09BNK1 (0619), Cyber Systems Chief Course M09BNU1 (0659), and Radio Chiefs Course M09BNL1 (0629), prior to 1 June 2017 and have been identified by their chain of command as requiring retraining, will receive a DCC code of 6R (06XX SNCO SPVSR/CHF CRS COMPL).  Marines with a DCC of 6R must complete supplemental training delivered by a CTI or attend their respective chief course at the formal learning center.<br>
4.e.  Upon reclassification, Marines with PMOS 0639, 0679, who have not completed the chief course, prior to 1 June 2017, and have been identified by their chain of command as requiring retraining, receive a DCC code of 6S (06XX SNCO SPVSR/CHF CRS INCOMPL).  Marines with a DCC of 6S must complete supplemental training by attending their respective chief course at the formal learning center.<br>
4.f.  Upon reclassification, Marines with PMOS of 0688 and 0689 who have been identified by their chain of command as requiring retraining will receive a DCC of 6Q (06XX ENLISTED RETRAINING REQUIRED).  Marines with a DCC of 6Q must complete supplemental training delivered by a CTI, or through the formal learning center.<br>
4.g.  Upon reclassification, Marines with PMOS 0631, 0639, 0671, 0679 who have completed their respective supervisor course, or chief course prior to 1 June 2017, and have been identified by their chain of command as NOT requiring retraining, will not receive a DCC and are considered MOS qualified.<br>
4.h.  Once a Marine completes the required retraining, owning units will submit correspondence to HQMC C4 Occupational Branch for DCC removal signifying the Marine is now MOS qualified.<br>
5.   DCC designating those individuals that require retraining is for tracking purposes only and will not immediately effect promotion and retention status.<br>
6.  This MARADMIN is applicable to the Marine Corps Total Force.<br>
