Interim Guidance to MCO 8023.3D

This MARADMIN provides interim guidance and clarifications to MCO 8023.3D, the Personnel Qualification and Certification Program for Class V Ammunition and Explosives. It authorizes manual record-keeping for certain cross-training and inter-service operations until the Advanced Skills Management (ASM) system can support multiple electronic qualifications, and clarifies qualification requirements for personnel handling Cartridge Actuated Devices in aircrew survival equipment.

1.  The purpose of this MARADMIN is to provide clarification and interim guidance for Class V Qualification/Certification Programs prescribed in reference (a).<br>
1.  Manual record keeping of Class V (A) Qualification/Certification records is not authorized in accordance with reference (a).  However, limitations within the Advanced Skills Management (ASM) website do not currently provide the capability for personnel to hold multiple electronic qualifications simultaneously.  Aviation Ordnance cross-training, Inter-Service Support (ISS), and Partner Nation Operations (PNO) will, at times, require personnel to execute ordnance evolutions on aircraft or weapon systems not supported by ASM.  Due to these restrictions, Marines executing cross-training, PNO, or ISS are authorized to utilize and maintain manual records until these functions are fully supported within ASM.<br>
2.  Chapter 3, paragraph 10.c.(1) of reference (a) currently authorizes the use of the "Individual" qualification in the Pyrotechnics family group for Class V (A) programs.  Various fixed-wing aircrew survival vests contain a water initiated, auto-inflation Cartridge Actuated Device (CAD).  To clearly identify the requirement for the "CAD" family group for Marines issuing/maintaining Aircrew Survival Vests that contain these CADs, Chapter 3, paragraph 10.c.(1) of reference (a) will be revised as follows:  "The inspection of pyrotechnics and Cartridge Actuated Devices stored within Aviation Life Support Systems, and the handling of these items; such as issue and receipt to/from aircrew to include initial packing/special inspections of Life Rafts, Seat Survival Kits, and Survival Vests.  All Individuals performing quality assurance steps prescribed in technical manuals involving explosives, will also be qualified to the level of Quality Assurance in accordance with this Order."<br>
3.  This MARADMIN applies to the total force.<br>
