Housing Privatization Community and Recreational Support Facility Operating Instructions

This MARADMIN establishes operating instructions for community and recreational support facilities in Marine Corps housing privatization projects. It ensures that ancillary facilities provided by private housing partners complement rather than compete with existing Marine Corps Community Services (MCCS) Morale, Welfare, and Recreation (MWR) and Marine Corps Exchange (MCX) programs. Installation commanders must review all privatization plans to prevent inappropriate competition with existing quality of life programs.

RMKS/1. PURPOSE. TO PROMULGATE HOUSING PRIVATIZATION COMMUNITY 
AND RECREATIONAL SUPPORT FACILITY OPERATING INSTRUCTIONS.
2. BACKGROUND. THE MARINE CORPS REMAINS COMMITTED TO IMPROVING 
QUALITY OF LIFE SUPPORT SERVICES BY CAPITALIZING ON CAPABILITIES 
THAT MAY BE MADE AVAILABLE THROUGH HOUSING PRIVATIZATION 
PARTNERSHIPS. 
A. IN ACCORDANCE WITH REFS A AND B, THE MILITARY DEPARTMENT'S 
MORALE, WELFARE, AND RECREATION (MWR) AND EXCHANGE PROGRAMS HAVE 
THE PRIMARY RIGHT TO PROVIDE RESALE MERCHANDISE, SERVICES, AND 
RECREATIONAL OPERATIONS OR ACTIVITIES ON MARINE CORPS 
INSTALLATIONS.
B. EXTENSIVE COORDINATION IS REQUIRED TO ENSURE THAT THE 
ANCILLARY SUPPORT FACILITIES AND SERVICES PROVIDED THROUGH 
HOUSING PRIVATIZATION PROJECTS COMPLEMENT OR ENHANCE RATHER THAN 
INADVERTENTLY COMPETE WITH OR DEGRADE OTHER MARINE CORPS 
INSTALLATION QUALITY OF LIFE SUPPORT SERVICES (I.E., MARINE 
CORPS COMMUNITY SERVICES (MCCS) MWR AND MARINE CORPS EXCHANGE 
(MCX) PROGRAMS). 
C. TO ASSIST WITH PLANNING REQUIREMENTS, THE FOLLOWING 
OPERATING INSTRUCTIONS ARE EFFECTIVE IMMEDIATELY AND APPLY TO 
ALL FUTURE HOUSING PRIVATIZATION STUDIES AND VENTURES ABOARD 
MARINE CORPS INSTALLATIONS, INCLUDING THOSE CURRENTLY UNDER 
CONSIDERATION OR OUT FOR SOLICITATION. TO THE EXTENT POSSIBLE, 
THESE POLICIES WILL ALSO BE INCORPORATED INTO EXISTING 
PUBLIC-PRIVATE VENTURES (PPVS). 
3. DEFINITIONS. ANCILLARY SUPPORT FACILITIES ARE DEFINED AS 
FACILITIES RELATED TO MILITARY OR PPV HOUSING UNITS, INCLUDING 
FACILITIES TO PROVIDE OR SUPPORT ELEMENTARY OR SECONDARY 
EDUCATION, CHILD CARE CENTERS, DAY CARE CENTERS, CHILD 
DEVELOPMENT CENTERS, TOT LOTS, COMMUNITY CENTERS, HOUSING 
OFFICES, DINING FACILITIES, UNIT OFFICES, AND OTHER SIMILAR 
FACILITIES FOR THE SUPPORT OF MILITARY HOUSING. FOR THE PURPOSE 
OF THESE OPERATING INSTRUCTIONS, DIRECT AND INAPPROPRIATE 
COMPETITION WITH MCCS MWR AND MCX PROGRAMS IS DEFINED, AS 
FOLLOWS:
A. AN ANCILLARY SUPPORT FACILITY (PROGRAMS AND SERVICES) THAT 
ADVERSELY IMPACTS MCCS REVENUE GENERATION ABOARD AN INSTALLATION 
THROUGH ANY MEANS OF SELLING MERCHANDISE OR SERVICES.
4. POLICY 
A. CMC (I&L) AND CMC (M&RA) JOINTLY AGREE THAT THE FOLLOWING 
RECREATIONAL AND ANCILLARY SUPPORT FACILITIES TYPICALLY PROVIDED 
BY PPV PARTNERS DO NOT COMPETE WITH OR DEGRADE OTHER MARINE 
CORPS INSTALLATION QUALITY OF LIFE SUPPORT SERVICES (I.E., MCCS 
MWR AND MCX PROGRAMS): PLAYGROUNDS/TOT LOTS, PLAYING COURTS, 
BALLFIELDS, BIKE PATHS, FITNESS TRAILS, COMMUNITY CENTERS, AND 
SIMILAR SELF-DIRECTED AMENITIES THAT ARE CUSTOMARILY INCLUDED 
IN PRIVATE SECTOR AND MILITARY FAMILY HOUSING AREAS AND ARE 
AVAILABLE FOR USE BY OCCUPANTS AND AUTHORIZED PATRONS AT NO 
COST. ALL MAINTENANCE/SUSTAINMENT EXPENSES FOR THESE SUPPORT 
FACILITIES WILL BE BORNE BY THE PPV HOUSING PARTNER.
B. THE FOLLOWING ANCILLIARY SUPPORT FACILITIES SHOULD ONLY BE 
INCLUDED IN PPV PROJECTS WITH THE CONCURRENCE OF THE 
INSTALLATION MCCS DIRECTOR: POOLS, CHILD DEVELOPMENT, OR DAY 
CARE CENTERS. AUTHORIZED ANCILLARY SUPPORT FACILITIES 
REPLICATING NATIONALLY ACCREDITED MCCS PROGRAMS (E.G., CHILD 
DEVELOPMENT CENTERS) SHALL BE CONSTRUCTED AND OPERATED IN 
ACCORDANCE WITH ESTABLISHED MARINE CORPS POLICY AND PROGRAM 
STANDARDS. 
C. ANCILLARY SUPPORT FACILITIES COMPLEMENTING OTHER MCCS 
PROGRAMS (E.G., POOLS) WILL BE CONSTRUCTED AND OPERATED IN 
ACCORDANCE WITH APPLICABLE SAFETY STANDARDS AND IN ACCORDANCE 
WITH STATE AND FEDERAL LAW AND MARINE CORPS POLICY (E.G., 
LIFEGUARDS).
D. WHEN APPROVED CHILD CARE OR DAY CARE CENTER ANCILLARY 
SUPPORT FACILITIES ARE AUTHORIZED TO CHARGE FEES FOR PROGRAM 
UTILIZATION, THEY WILL BE ESTABLISHED IN ACCORDANCE WITH 
APPLICABLE MARINE CORPS POLICIES AND/OR THE SAME AS SIMILAR 
MCCS PROGRAMS AND SERVICES ABOARD THE INSTALLATION. 
E. MCCS MAY BE REQUESTED OR SEEK TO UTILIZE ANCILLARY SUPPORT 
FACILITIES; (E.G., COMMUNITY CENTER) FOR THE PURPOSE OF PROGRAM 
DELIVERY THAT IS BENEFICIAL TO HOUSING RESIDENTS, AUTHORIZED 
PATRONS, AND THE OVERALL MCCS PROGRAM. LIFECYCLE MAINTENANCE OF 
ANCILLARY SUPPORT FACILITIES OWNED AND OPERATED BY THE HOUSING 
DEVELOPER REMAINS THE RESPONSIBILITY OF THE HOUSING DEVELOPER; 
HOWEVER, MCCS MAY BE REQUIRED TO COVER THE COST OF LABOR AND 
SUPPLIES, MCCS OFFICE FURNITURE, AND OFFICE PHONES ASSOCIATED 
WITH OPERATING ITS PROGRAMS OUT OF THE PRIVATELY OWNED COMMUNITY 
CENTER.
F. INSTALLATION COMMANDERS SHALL REVIEW ALL HOUSING 
PRIVATIZATION ANCILLARY SUPPORT FACILITY ACQUISITION AND/OR 
DESIGN PLANS TO ENSURE THEY DO NOT INCLUDE ACQUISITION OR 
CONSTRUCTION OF AN ANCILLARY SUPPORT FACILITY THAT MAY BE 
INTENDED FOR USE IN PROVIDING MERCHANDISE OR SERVICES IN DIRECT 
COMPETITION WITH MCCS MWR AND MCX PROGRAMS.
G. ANY DEVIATIONS TO THE PRESCRIBED HOUSING PRIVATIZATION 
OPERATING INSTRUCTIONS MUST BE APPROVED BY OFFICIAL WAIVER FROM 
CMC (M&RA) VIA COORDINATION WITH CMC (I&L).
