Change 1 to the Fiscal Year 2022 (FY22) Selective Retention Bonus (SRB) Program and FY22 Broken Service SRB (BSSRB) Program
This MARADMIN announces changes to the Fiscal Year 2022 Selective Retention Bonus (SRB) and Broken Service SRB programs for active duty Marines. The changes primarily affect aircraft maintenance personnel, lateral move eligibility for certain MOSs (2611, 0431, 7257), and clarify eligibility requirements for the Aircraft Maintenance Kicker bonus. These modifications are effective October 1, 2021, and the program expires September 30, 2022.

1. Purpose. This MARADMIN announces changes to reference (A), the SRB program and the BSSRB program authorized for FY22. 2. Background. The FY22 SRB plan will change to meet the requirements of the FY22 retention campaign. Other than the changes outlined in paragraph 3, all authorities directed in reference (A) remain in effect. References (C) through (E) contain amplifying information regarding the SRB program. 3. Changes and Clarification. 3.a. Aircraft Maintenance Kicker. Paragraph 3.b.2. of reference (A) currently lists 25 eligible PMOSs and 28 MCCs that rate the kicker. The following intermediate level PMOSs will be removed: 6073, 6222, 6223, 6227. In addition to the PMOSs and MCCs already listed, the following fixed wing (F/W) PMOSs and MCCs are now included in the eligible list for the Aircraft Maintenance Kicker: PMOS 6256 and 6286; MCC 1TX and 1TC. To be eligible for the AMK if assigned to MCC 1TC, the Marine must hold a PMOS of 6218, 6258, 6288, or 6338. Additionally, the verbiage "or accept assignment" is removed to reflect that a Marine must be currently assigned to one of the already designated MCCs in Paragraph 3.b.2. of reference (A), and agree to remain in one of the specified MCCs for the first 24 months (following the end of their current contract). 3.a.2. Aviation Lateral Moves. Paragraph 4 of reference (A) outlines that an F-35 Lateral Move (LM) Marine is eligible for the AMK. Marines eligible for the AMK are limited to fixed wing (F/W) maintainers to support the force design growth and transition of F/W platforms. The AMK in conjunction with a LM will only be eligible for Marines with the advanced qualifications listed in Paragraph 3.b.2. of Reference (A) as a current F/W maintainer into a F-35 PMOS. 3.b. Zone A PMOS Lateral Move bonus eligibility. Paragraph 3.l of Reference (A) determined PMOS 2611 as a LM PMOS: PMOS E3 E4 E5 & Above LM2611 45,900 48,600 51,300 This bulletin will reflect the below change and remove the LM eligibility. As of 1 Oct 21, 2611 is converted from a PMOS to a Necessary MOS (NMOS): PMOS E3 E4 E5 & Above 2611 45,900 48,600 51,300 3.c. Zone C PMOS bonus eligibility. Paragraph 3.n of Reference (A) determined bonus eligibility for PMOS 0431 as: PMOS E6 E7 & Above 0431 12,150 13,000 This bulletin will reflect the below change. Upon promotion to E7, 0431 Marines convert to PMOS 0491: PMOS E6 E7 & Above 0431 12,150 N/A 3.d. 72 Month Lateral Move Kicker. Zone A Marines are now able to LM into PMOS 7257 and rate the LM kicker if the Marine reenlists in accordance with Paragraph 3.b.4 of Reference (A). 4. Coordinating Instructions. The FY22 SRB program statement of understanding is available for download from the total force retention system and the enlisted retention manpower page. 5. If SRB funds are obligated faster than currently planned or a change in retention requirements is necessary, HQMC will suspend or terminate the FY22 SRB program as needed prior to 30 Sep 2022. 6. This bulletin does not affect already approved reenlistment/lateral move packages for FY22. 7. This bulletin is not applicable to the Marine Corps Reserve. 8. This bulletin cancels on 30 Sep 2022. 9.
