Announcement of the Electronic Application Process for the Enlisted to Officer (E-O) Commissioning Programs

This MARADMIN announces the transition to an electronic application process for Enlisted to Officer (E-O) commissioning programs, beginning with the March 2017 FY17 board. Eligible Marines will receive email invitations to their MOL primary email address starting October 3, 2016, and all FY18 boards will require electronic applications as the paper process is phased out.

1.  Situation.  The Commanding General, Marine Corps Recruiting Command (MCRC) has directed development of an electronic application process for the E-O Selection Boards supported by references (A), (B) and (C).<br>
2.  Mission.  To convene the final Fiscal Year (FY) 2017 E-O Selection Board (March 2017) and all subsequent boards using the electronic application process.<br>
3.  Eligibility Requirements.  Marines who may be eligible for an E-O program will receive an email inviting them to initiate an electronic application.  Invitations to apply will be distributed on 03 October 2016 via email to the Marines primary email address listed in Marine On Line (MOL).  The invitation email will contain a link to the application host site.<br>
4.  Application Process.  Marines should complete their electronic application and submit in a timely manner, keeping in mind the application deadlines published in ref (C).  Those applicants who have already started a paper application for the March 2017 board are encouraged to use the electronic application website, but may continue to submit their paper package if they so choose.  All FY 2018 board applicants are required to use the electronic application website, as the paper application will be completely phased-out.<br>
5.  Actions of Commanders.  All applicants are required to obtain commanders endorsements at each level of command, up to the first Commanding General in the applicants chain of command.  Commanders requirements for their endorsement are at their discretion, but they must ensure that a letter of their endorsement denoting their level of confidence is returned to the Marine applying in a prompt manner so that the Marine may submit his or her application prior to the application deadline.  Failure to provide a signed letter of endorsement to the Marine prior to the deadline will prevent their application from being reviewed by the board.<br>
6.  This bulletin is applicable to the Marine Corps Total Force.<br>
7.  This bulletin is cancelled 30 April 2017.<br>
