FY25 Meritorious Promotion Allocations for Prior Service Recruiters (PSR), Extended Active Duty (EAD) Recruiters, and Selected Marine Corps Reserve (SMCR) Staff Noncommissioned Officers (SNCO)
This MARADMIN announces FY25 meritorious promotion allocations for Prior Service Recruiters (PSR), Extended Active Duty (EAD) Recruiters, and Selected Marine Corps Reserve (SMCR) Staff Noncommissioned Officers to the grades of Staff Sergeant and Gunnery Sergeant. Specific allocations are provided for each category with staggered nomination deadlines from December 2024 through June 2025, and selected Marines must have at least 24 months of obligated service remaining from the date of promotion.

1. Purpose. To announce the FY25 meritorious promotion allocations for PSR, EAD Recruiters, and SMCR SNCOs to commanding generals and commanding officers. 2. Background. These allocations provide commanders the opportunity to nominate a select number of Marines for meritorious promotion to the grades of Gunnery Sergeant (GySgt) and Staff Sergeant (SSgt). 3. Commanders listed below will convene selection boards within their commands to nominate Marines for meritorious promotion by the Commandant of the Marine Corps (CMC). Marines already selected for the next grade by a regular promotion board are still eligible for meritorious promotion to that grade if their seniority number has not been reached. Recommendations require endorsement by the commander and submission via naval correspondence to Enlisted Promotions Unit (MMPB-11). Upon review and approval by CMC, Manpower Management Division (MM), unit diary entries will be entered by MMPB-11. Commanders will then prepare certificates of appointment. In accordance with reference (b), selected Marines must have at least 24 months obligated service remaining on contract from the date of promotion. 4.
