Personnel Requirements to Perform Systems Administration the Marine Corps Sensitive Compartmented Information Network (SCINet)

1. Purpose. This MARADMIN provides guidance
regarding personnel clearance, training, and certification needed
to perform systems administration function on SCINet in order to
enable an operationally responsive and secure network for the Marine
Corps in compliance with applicable Department of War and
Intelligence Community policy.
2. As articulated in reference (a), and in accordance with
Information and Personnel Security requirements and processes
outlined in references (b) and (c), the minimum skillset required
to perform systems administration within an SCINet organizational
unit (OU) at the Tier 1 (Basic) and Tier 2 (Intermediate) levels
entail eligibility to access information resident on the network,
an established need-to-know, and the requisite DCWF certifications
and training. These requirements apply to uniformed servicemembers,
government civilians, and contractors. The specific
requirements are:
2.a. A fully adjudicated Top Secret security clearance with
Sensitive Compartmented Information (SCI) access via the Defense
Counterintelligence and Security Agency (DCSA) represented in the
Defense Information Security System (DISS) and associated read-ins
executed through the unit's Special Security Office (SSO).
2.b. Cybersecurity workforce training and certifications accrued
via formal education, training, or experience in accordance with
section 3 or reference (a). While Marines and governments civilians
may obtain training and certification via government-sponsored
programs, contractor personnel will typically be required to possess
the requisite certification prior to beginning work as a systems
administrator. Detailed descriptions of the training and
certification are outlined below.
2.b.1. For uniformed Servicemembers, the training and experience
requirements to perform work roles as a member of the DCWF can be
accomplished via formals schools and local training. As a resource
to support personal and professional development which links them
with certifications and licenses at zero-to-no cost, Marines are
encouraged to leverage Marine Corps Credentialing Opportunities
On-Line (COOL) at https://www.cool.osd.mil/usmc/index.html.
Military occupational specialty (MOS)-producing courses that meet
the training and experience requirements to perform work roles as a
member of the DCWF include:
2.b.1.a. 2651 Intelligence Surveillance Reconnaissance (ISR)
Systems Engineer.
2.b.1.b. 0631 Network Administrator.
2.b.1.c. 0639 Network Transport Technician.
2.b.1.d. 0671 Data Systems Administrator.
2.b.1.e. 0679 Data Systems Chief.
2.b.1.f. The Computing Technology Industry Association (CompTIA)
Security+ curriculum at Marine Expeditionary Force (MEF)
Communications Training Centers (CTC).  
2.b.2. All personnel require basic qualification with LINUX or
Microsoft Windows Operating Systems (OS) and Cisco or
Juniper networking. 
2.b.2.a. Workstation Administrators must pass an OS course in LINUX
or Windows 10/11. For Workstation Administrators, Windows
familiarity is preferred, though either is acceptable.
2.b.2.b. Network Administrators must pass an Internetwork Operating
System (IOS) course in Cisco or Juniper. For Network or
Administrators, familiarity with LINUX
is strongly recommended.
2.b.2.c. Cloud Administrators require an IOS certification in LINUX
as well as Server 2019/2022.
2.b.3. Contractor personnel must possess a CompTIA Security+
certification for level 1 permissions as well as industry standard
certificates for the OS or network they support.  Contractors must
be qualified in accordance with reference (a) at the
commencement of work.
2.c. An existing SCINet user account is required to perform systems
administration work.
3. For Servicemembers, Civilians, and Contractors who meet the
requirements listed in paragraph 2, authorization of OU Site
Administrator permissions is contingent on unit request and
submission of a Privileged User Agreement (PUA).
3.a. All requests for Site Administrator permissions will be
submitted to the SCINet Cybersecurity Organizational Mailbox (OMB)
at m26_cybersecurity@usmc.mil. Requests should include:
3.a.1. Specific unit and OU for which site administer
privileges are needed.
3.a.2. Signed PUA.
3.a.3. Security clearance verification letter.
3.b. Units may only request addition of a Site Administrator
for their OU. 
3.c. As personnel execute changes of duties, Permanent Changes of
Assignment (PCA) and Permanent Changes of Station (PCS) units must
request their removal from unit OUs.
4. This MARADMIN is applicable to the Marine Corps Total Force.
