Modification of MARADMIN 218/25 - Policy and Procedures for Support of Marine Corps Training Mission - United Arab Emirates (MCTM-UAE)
This MARADMIN modifies MARADMIN 218/25 by rescinding the planned sunset of the Marine Corps Training Mission - United Arab Emirates (MCTM-UAE) program by FY29. Instead, COMUSMARCENT is directed to conduct a comprehensive evaluation of the program during FY26 to assess its alignment with strategic objectives, with any proposed changes to be staffed for CMC decision during FY27 and executed by FY29.

1. This MARADMIN announces modification of REF A. 2. REF A, paragraph 2.D. is rescinded. 2.A. Para 2.D. articulated Service intention to sundown the MCTM-UAE program by FY29. However, further analysis of the program's alignment to Service and national-level strategic security cooperation objectives is needed to inform a Service decision on the future of the program. 2.B. COMUSMARCENT will be directed to evaluate the MCTM-UAE program and the USMC – UAE PG partnership without prescriptive solutions for FY30 and beyond. FY26 will remain as a period of analyzing and planning for the next phase of the partnership with intention that any proposed changes to MCTM-UAE are staffed for CMC decision during FY27 and executed by FY29. 3. REF A, paragraphs 4.C.12, 4.C.13.A., 4.C.14.B., and 4.C.15.C. are cancelled and replaced with the following tasks to COMUSMARCENT: 3.A. Add to REF A, paragraph 4.C.12 During FY26, engage with UAE PG leadership to determine partner objectives for the continuation and use of MCTM-UAE and overall bilateral engagement beyond FY29. 3.B. Add to REF A, paragraph 4.C.13 NLT 30 Sep 2026, submit to DC PP&O an assessment of MCTM-UAE's alignment to CENTCOM partnership objectives for UAE and Service-level return on investment for the MCTM-UAE program. Include in the assessment: 3.C. Add to REF A, paragraph 4.C.13.A. Validation of MCTM-UAE manpower structure, and if required, rationale and a plan for any proposed changes; include milestone requirements for any submission of Tables of Organization and Equipment Change Request (TOECR). 3.D. Add to REF A, paragraph 4.C.13.B Validation of the annual UAE PG deployments for training (DFT) to Marine Corps installations; include feasibility of ending or reducing annual PG CONUS DFTs and/or transitioning to periodic bilateral USMC-UAE CONUS exercises and Title 10 engagements with the PG in UAE. 4. All other aspects and tasking contained in REF A remain in effect. 5.
