MV-22 Transition and Retention Policy Update for Enlisted Marines

This MARADMIN updates the transition and retention policy for enlisted Marines moving to MV-22 Osprey aircraft maintenance specialties (MOS 6116, 6156, 6176, and 6326). It expands opportunities for aviation maintenance Marines to lateral move into MV-22 positions with selective reenlistment bonuses, and clarifies service obligation requirements for both first-term and career Marines as CH-46 and CH-53D squadrons transition to MV-22 between FY05 and FY18.

1. PURPOSE. TO PROVIDE GUIDELINES EXPANDING AVIATION COMMUNITY 
ENLISTED MARINES' OPPORTUNITY FOR RETENTION AND TRANSITION INTO MV-22
MILITARY OCCUPATIONAL SPECIALTIES (MOS) 6116, 6156, 6176, AND 6326 WHILE 
CLARIFYING EXISTING POLICY AS PROMULGATED IN REF A.
2. BACKGROUND. ALL OPERATIONAL CH-46/CH-53D HELICOPTER SQUADRONS WILL
TRANSITION TO MV-22 SQUADRONS BETWEEN FY05 AND FY18. VMMT-204 AND 
NAMTRAMARU NEW RIVER WILL TRAIN MARINE CORPS AND AIR FORCE V-22 PILOTS,
CREW CHIEFS, AND ENLISTED V-22 MAINTENANCE MARINES. IN FY05, THE FIRST 
TACTICAL CH-46 SQUADRON WILL ENTER TRANSITION TRAINING. TWO SQUADRONS 
WILL TRANSITION EACH YEAR THEREAFTER. BEGINNING IN FY05, REENLISTMENTS/
LATERAL MOVES INTO THE MV-22 MAINTENANCE MOS'S ARE BEING OFFERED IN 
SUPPORT OF THE TRANSITION.
3. PER REF C, HQMC (MMEA/MPP) HAS EXPANDED THE OPPORTUNITIES AND
INCENTIVES FOR ALL AVIATION ENLISTED MAINTENANCE MARINES TO LATERAL
MOVE/TRANSITION INTO MV-22 MAINTENANCE MOS'S. IN ADDITION TO THAT
PROVIDED IN THE REFS, EXPANDED GUIDANCE AND CLARIFICATION ARE PROVIDED
BELOW:
A. MV-22 LATERAL MOVE RETENTION. ALL AVIATION MAINTENANCE SPECIFIC MOS
MARINES THAT ARE REENLISTMENT ELIGIBLE AND WITHIN THEIR FTAP YEAR IAW REF
D, UPON CLOSURE OF THEIR MOS REENLISTMENT ALLOCATIONS (BOAT SPACES), WILL
BE OFFERED LATERAL MOVE INTO AVAILABLE/OPEN MV-22 MOS'S BOATSPACES. MV-22
SELECTIVE REENLISTMENT BONUSES (SRB) WILL BE OFFERED TO MARINES WITH LIKE
MAINTENANCE MOS. CH-46 COMMUNITY MARINES DESIRING TO REENLIST INTO THE 
MV-22 COMMUNITY SHOULD SUBMIT THEIR REENLISTMENT PACKAGES AS EARLY AS
POSSIBLE IAW REF A. LIKE MOS'S ARE AS FOLLOWS:
(1) LIKE 6116 MOS'S: 6112, 6113, 6114, 6122, 6123, 6124, 6132, 6212,
6213, 6214, 6216, 6217, 6222, 6223, 6226, AND 6227.
(2) LIKE 6156 MOS'S: 6152, 6153, 6154, 6252, 6253, 6256, AND 6257. 
(3) LIKE 6176 MOS'S: 6172, 6173, 6174, and 6276.
(4) LIKE 6326 MOS'S: 6312, 6313, 6314, 6316, 6317, 6322, 6323, 6324,
6332, 6333, 6336, 6337, 6412, 6413, 6461, 6462, 6463, 6464, 6466, 6467, 
6482, 6483, 6484, AND 6492.
B. CLARIFICATION OF FIRST-TERM OBLIGATED SERVICE
(1) FIRST-TERM MARINES FROM TARGETED TRANSITIONING AVIATION SQUADRONS 
WITH LESS THAN 2.5 YEARS REMAINING ON ENLISTMENT AND WHOSE EAS IS NOT 
WITHIN THE CURRENT FTAP, WILL HAVE THE OPTION TO APPLY FOR AN EXTENSION 
(MAXIMUM OF 23 MONTHS NOT TO EXCEED 6 YEARS ACTIVE SERVICE) TO MEET THE 
TRANSITION OBLIGATED SERVICE REQUIREMENT OF 2.5 YEARS FROM DATE ENTERING 
TRANSITION TRAINING. MARINES WHO EXTEND FOR TRANSITION INTO THE MV-22 
ARE REMINDED THAT THEIR REENLISTMENT OPPORTUNITY WILL REMAIN IN THEIR 
ORIGINAL END OF ACTIVE SERVICE (EAS) FY PER REF D. TRANSITIONING SQUADRON
FIRST-TERM MARINES, WITH LESS THAN 2.5 YEARS REMAINING ON CONTRACT, AND 
NOT WISHING TO EXTEND WILL BE REASSIGNED AS PER NEEDS OF THE MARINE CORPS
AND AWAIT REENLISTMENT OR SEPARATION. 
(2) FIRST-TERM MARINES FROM TARGETED TRANSITIONING AVIATION SQUADRONS, 
WITH LESS THAN 1 YEAR REMAINING ON THEIR ENLISTMENT CONTRACT, AND WITHIN 
THE FY OF REENLISTMENT WHO DO NOT APPLY FOR REENLISTMENT WILL BE REASSIGNED 
BY MMEA TO MEET THE NEEDS OF THE MARINE CORPS WHILE AWAITING SEPARATION.
C. CLARIFICATION OF SUBSEQUENT-TERM OBLIGATED SERVICE. CAREERIST MARINES 
FROM THE CH-46 COMMUNITY WHO DO NOT HAVE THE REQUIRED 3 YEARS OF OBLIGATED 
SERVICE AT THE BEGINNING OF TRANSITION TRAINING WILL BE AFFORDED THE 
OPPORTUNITY TO EXTEND OR REENLIST OUTSIDE THE NORMAL 12 MONTH EAS WINDOW.
HOWEVER, SRB RECIPIENTS WHO HAVE NOT COMPLETED A MINIMUM OF 24 MONTHS OF 
THE CURRENT CONTRACT, WILL BE AFFORDED THE OPPORTUNITY TO EXTEND VICE 
REENLIST TO ACQUIRE THE REQUIRED OBLIGATED SERVICE. IN NO CASE WILL A 
MARINE WHO RECEIVED A SRB ON CURRENT CONTRACT, AND COMPLETED LESS THAN 24
MONTHS OF THAT CONTRACT, BE AWARDED A SUBSEQUENT SRB AND EARLY 
REENLISTMENT.
D. ADMINISTRATIVE RESPONSIBILITIES. CMC (MMEA) WILL CONTINUE TO LEAD THE 
REENLISTMENT PROCESS TO MEET MV-22 TRANSITION, MARINE CORPS AVIATION'S 
OPERATIONAL REQUIREMENTS, AND OTHER NEEDS OF THE MARINE CORPS IAW REF E. 
THIS MARADMIN DOES NOT RESTRICT MMEA FROM EMPLOYING OTHER APPROVED
METHODS OR INCENTIVES FOR REENLISTMENT AND LATERAL MOVE. AS REQUIRED,
ASM/ASL WILL COORDINATE WITH TECOM TO REVIEW AVIATION MAINTENANCE MOS'S
AND MAKE RECOMMENDATIONS TO MMEA REFINING MV-22 LIKE MOS'S THAT QUALIFY
FOR MV-22 SRB LATERAL MOVE ELIGIBILITY. 
4. THIS MESSAGE IS NOT APPLICABLE TO THE MARINE CORPS RESERVE AT THIS TIME.
