Defense Travel System User Manuals for Activated Reserve Component Temporary Additional Duty Travel

This MARADMIN announces the publication of two Defense Travel System (DTS) user manuals for activated Reserve Component Marines conducting Temporary Additional Duty (TAD) travel. The manuals provide detailed procedures for DTS use and Government Travel Charge Card management for both activated Reserve units/detachments and Individual Augments (IAs), with specific guidance on profile requirements based on Administrative Control (ADCON) authority during different activation phases.

1.  Purpose.  In accordance with references (a) through (d), DTS use by Reserve Component (RC) Marines was expanded to include RC Unit/Detachment and Individual activations.  This MARADMIN announces the publication of references (e) and (f) detailing DTS procedures and Government Travel Charge Card (GTCC) instructions for activated Marines and supporting staff during the execution of Temporary Additional Duty (TAD) travel.
2.  Action.  As of publication date, commands executing Administrative Control (ADCON) of activated RC Marines will refer to references (e) and (f) for processing travel in DTS and for managing GTCCs in support of travel.
2.a.  Command.  Reference (e) and (f) frame command roles, responsibilities, and actions required by phase for activated RC DTS travel.  Reference (g) identifies the six phases of activation:  Phase I (Pre-Activation), Phase II (Activation and Movement), Phase III (Force Integration and Pre-Deployment), Phase IV (Deployment and Employment), Phase V (Redeployment) and Phase VI (Deactivation).
2.b.  Activated Units/Detachments.  In accordance with reference (e), activated units/detachments require the use of two DTS profiles: a RC profile and an Active Duty (AD) profile.  Profile use is determined by ADCON authority by activation phase:  RC profiles are used only while ADCON to MARFORRES (phases I, II, and VI).  AD profiles are used while attached to the command assigned ADCON during deployment and employment phase (phases III-V).  Responsibility for the administration of travel remains with the command exercising ADCON, and is in keeping with the practice of assigning travel and per diem funds to commands based on their employment of RC Marines.
2.c.  IAs.  In accordance with reference (f), RC Marines activated as IAs only require an AD DTS profile, created and maintained by the command assigned ADCON for all phases of activation.  This is in keeping with the practice of assigning travel and per diem funds to commands based on their employment of RC Marines.
