Proper Coding of USMC Civilian Acquisition Positions
This MARADMIN establishes procedures for properly coding USMC civilian acquisition positions in accordance with the ASN(RD&A) DAWIA Operating Guide. Effective immediately, all civilian acquisition positions must include a DON Civilian Acquisition Assignment Coding Sheet approved by MARCORSYSCOM before HROM or OCHR will code them in the Defense Civilian Personnel Data System (DCPDS).

1. Per reference A, the purpose of this MARADMIN is to ensure USMC civilian acquisition positions are properly vetted and coded in accordance with the ASN(RD&A) DAWIA Operation Guide. The ASN (RD&A) organization is responsible for the overall management, oversight, and stewardship of DON acquisition, ensuring that it meets the overarching needs of the Navy-Marine Corps team. Per ref B, as the USMC designated proponent for Acquisition, the Commander of MARCORSYSCOM and his agent, the DAWIA Program Executive (DPE), are responsible for the overall implementation and compliance with the DAWIA Operating Guide. Implementation of the DAWIA operating guide is delegated to the the USMC DAWIA Program Director (DPD) and DAWIA Program Manager (DPM). Acquisition positions are civilian and military positions that have the majority of duties fall into the acquisition position category established by the USD (AT&L) and are coded in official civilian and military personnel data systems. USMC acquisition positions must be properly identified and coded in the Defense Civilian Personnel Data System (DCPDS) for assigned acquisition employees to be appropriately acknowledged for acquisition certification and other aspects of the DON DAWIA program. 2. DON acquisition positions are located within organizations that have a major acquisition mission such as Systems Commands and Acquisition Program Offices. They may also be located in other organizations that have significant acquisition functions. Appendix N of reference A provides Positions Category Descriptions which provides specific requirements for the coding of acquisition positions. 3. IOT properly code a civilian acquisition position, commands are required to attach a DON Civilian Acquisition Assignment Coding Sheet (found in Appendix H of reference A) to the Position Description and must forward both to MARCORSYSCOM DPD for approval before acceptance by HROM or OCHR. Effective immediately HROM and OCHR will NOT code a civilian USMC acquisition position in the DCPDS without receiving a signed DON Civilian Acquisition Assignment Coding Sheet from MARCORSYSCOM. 4.
