MAGTF IT Service Centers (MITSCs) Workforce Zero-Based Review
This MARADMIN announces the commencement of Phase II of the Zero-Based Review (ZBR) to assess the workforce at MAGTF IT Service Centers (MITSCs) and base, post, and station locations. The review aims to determine if the Marine Corps Enterprise Network has right-sized staffing, appropriate skillsets, and effective organization to support the Marine Corps' enterprise vision.

1. Purpose. This headquarters Marine Corps Command, Control, Computers and Communications (HQMC C4) message announces the commencement of Phase II of the Zero-Based Review (ZBR). MAGTF IT Service Centers (MITSC) and base, post and stations workforce will be assessed.<br> 2. Background. In September 2016, the Director C4 requested a study and analysis focused on the Marine Corps Cyberspace Operations Group (MCCOG) as input to support decision-making regarding governance of information technology hardware, software and professional services. The broad objectives were to determine whether the Marine Corps Enterprise Network (MCEN) has the right-sized staffing, is supported with the right skillsets, and is organized to effectively support the Marine Corps' enterprise vision. As briefed during the Spring 2017 C4 Operational Advisory Group meeting (OAG), the focus of the next phase of the ZBR will focus on the MITSCs.<br> 3. Overview.<br> 3.a. His effort is planned to be accomplished over a twenty-four month period to support data collection, analysis and reporting. Stage A of MITSC ZBR takes place during FY18 and includes MITSC East, West, Mid-PAC, WESTPAC, and tenant commands supported by the MITSCs. Stage B, currently scheduled for FY19 includes MITSC MFR, NCR, HQMC, EUR, and tenant commands supported.<br> 3.b. A series of messages will be released to announce site visit dates and coordination details for each location. Requests for government furnished equipment in support of data collection will be sent via DONTRACKER.<br> 4. Action<br> 4.a. HQMC C4 will provide a project kick-off brief to COMMCICOM by 31 October 2017.<br> 4.b. COMMCICOM G6 provide points of contact (POC) for each of the MITSCs listed in Stage A to HQMC C4 CR Division by 27 October 2017.<br> 5. Release authorized by BGEN D. A.
