Marine Corps Doctrinal Proponency Assignments

This MARADMIN announces the signing of Marine Corps Bulletin 5603 on 31 October 2016, which establishes the new Marine Corps doctrine hierarchy and assigns doctrinal proponency responsibilities to various Marine Corps organizations. The bulletin supersedes the previous version from August 2016 and implements guidance for the preparation, review, and periodic update of doctrinal publications across the Marine Corps Total Force.

1.  Deputy Commandant, Combat Development and Integration (DC, CDI) signed Marine Corps Bulletin (MCBul) 5603, Marine Corps doctrinal proponency assignments on 31 Oct 2016. This bulletin contains the new Marine Corps doctrine hierarchy (which includes number redesignations) that was approved by DC, CDI May 2016 and supersedes MCBul 5603 of 04 Aug 2016. <br>
2.  MCBul 5603 provides guidance implementing doctrinal proponency and assigns doctrinal proponents for listed publications.  Marine Corps doctrine published in its doctrinal, warfighting, and reference publications includes higher order philosophical thought on warfighting, as well as principles, tactics, techniques, and procedures, and terms and symbols.  Doctrinal proponency responsibility is assigned to a Marine Corps organization with the required subject matter expertise for the preparation, review, and periodic update of a doctrinal publication.  It leverages the expertise of the Marine Corps supporting establishment to ensure that Marine Corps Service doctrine is appropriate and useful to the warfighting operating forces and trainers.  Doctrinal proponency has proven successful when doctrine is prioritized as a Marine Corps requirement.  This bulletin is a directed action to produce and maintain a cogent body of doctrine that is timely, relevant, and compelling.<br>
