Fiscal Year 2024 (FY24) Funded Law Education Program (FLEP) and Excess Leave Program (ELP) Selection Results
This MARADMIN announces the selection results for the Fiscal Year 2024 Funded Law Education Program (FLEP) and Excess Leave Program (ELP), which allow Marine officers to attend law school. Three officers were selected as primary FLEP candidates, five as primary ELP candidates, and several alternates for each program. Selected officers must confirm acceptance by December 14, 2023, and secure law school admission by April 1, 2024.

1. Purpose. The Fiscal Year 2024 (FY24) Funded Law Education Program (FLEP) and Excess Leave Program (ELP) convened on 7 November 2023 to select officers to participate in Law Education Programs (LEP).<br> 1.a. Selected officers must contact the Graduate Education Manager, Manpower Officer Assignments (MMOA-3) and their PMOS Monitor to confirm acceptance of this assignment via email NLT 14 December 2023. Officers who decline assignment must submit a declination in writing (AA form) via the first general officer in their chain of command addressed to HQMC via MMOA-3. Officers who decline will be ineligible for future consideration, unless otherwise approved by the Director, Manpower Management.<br> 4. Officers must agree not to request resignation or retirement while enrolled in their respective programs. Officers must further agree to remain on active duty after completion of degree requirements or upon separation from the program for any other reason. Selections are contingent upon acceptance to an accredited law school NLT 01 April 2024. All law school acceptance letters need to be scanned and emailed to MMOA-3 at SMBMMOAGRADEDU@usmc.mil. Final law school selection will be made by HQMC and Judge Advocate Division (JAD). Report dates and orders will be coordinated with the Graduate Education Manager, MMOA-3 after 01 April 2024.<br> 6. Upon reporting to an assigned administrative unit, officers will coordinate fitness report and accountability procedures. Officers will maintain a full-time student status while participating in LEP. If a student anticipates not meeting program requirements, notify MMOA-3 Graduate Education Manager immediately.<br> 7. If additional funding becomes available for FLEP, those selected for ELP who meet all service requirements for FLEP as outlined in reference (b) may be converted to FLEP upon acceptance of the appropriate service obligation.<br> 8.
