Access Control: The Real ID Act of 2005

1.  SITUATION.  This MARADMIN cancels MARADMIN 143/18 and provides an update to the Real ID Act of 2005 to Marine Corps activities. On 3 October 2018, the DHS, in their role as the Executive Agent for Real ID, provided DoD an update regarding the current status of compliant U.S. state/territory issued driver licenses and identification cards.  The DHS identified all U.S. states/territories as either compliant or under extension based on progress toward compliance.  No U.S. states/territories are currently considered non-compliant.  DoD will accept standard U.S. state/territory-issued driver licenses and identification cards from all U.S. states and territories as proof of identity.  Driver licenses and identification cards marked not valid for federal purposes, federal limits may apply, or any other similar language may not be accepted by DoD.
1.A.  Reference (a), established minimum standards of compliance for the production and issuance of state/territory-issued driver licenses and identification cards.  The standards include requirements for a digital photograph, signature, driver license or identification card number, and certain biographic information which includes full name, date of birth, gender, and principle residence.  Additionally, driver licenses and identification cards require physical security features designed to prevent tampering, counterfeiting, or duplication of the document for fraudulent purposes.
1.B.  Enhanced driver licenses (EDL) are state-issued driver licenses issued in accordance with reference (b) that denotes identity and U.S. citizenship.  EDL can be used as proof of identity for access of DoD installations and facilities.  EDL's are marked as an Enhanced Driver License and bear a small red, white and blue U.S. flag logo on the front of the card.  Additional EDL information may be obtained through the DHS website https://www.dhs.gov/real-id.
2.  MISSION.  Provide current guidance to Marine Corps activities for enforcement of the Real ID Act of 2005 while strengthening the safety and security of personnel, property, and critical assets across the Marine Corps enterprise.
3.  EXECUTION.
3.A.  Identity proofing, screening, and access control policies and procedures outlined in references (c) and (d) remain in effect. Persons requesting unescorted access to DoD installations and facilities must present an approved form of identification as outlined in references (c) and (d).
3.B.  Driver licenses and identification cards issued by a U.S. state/territory will be treated as a valid means of identification for proofing and vetting unescorted access to a Marine Corps activity and may be used for the purpose of conducting law enforcement database inquiries.
3.C.  Recruits or other applicants escorted and transported aboard Marine Corps installations and facilities are considered DoD affiliated and do not require identity proofing in accordance with reference (c).
3.D.  All forms of identification will be checked for visible signs of tampering.
4.  ADMINISTRATION.
4.A.  The following forms of identification are approved as alternate forms of identification in the absence of driver license or identification cards:
4.A.1.  U.S. Passport
4.A.2.  U.S. Passport Card
4.A.3.  U.S. Coast Guard Merchant Mariner Card
4.A.4.  Personal Identity Verification (PIV) Card
4.A.5.  Personal Identification Verification-Interoperable (PIV-I) Card
4.A.6.  U.S. State Department Driver License
4.A.7.  Veterans Health Identification Card (Issued by the U.S. Department of Veterans Affairs)
4.A.8.  U.S. Permanent Resident Card (Form I-551)
4.A.9.  U.S. Certificate of Naturalization or Certificate of Citizenship (FORM N-550)
4.A.10.  Department of Homeland Security Employment Authorization Document (FORM I-766)
4.B.  Installation and facility commanders, at their discretion, may permit the use of additional alternate forms of identification for identity proofing, provided, at a minimum, they are current, include a photograph, identify a first and last name, contain an expiration date, and are laminated.  Examples of alternative forms of identification include state, city, town, and county government issued identification cards.
4.C.  Access control procedures for emergency first responders will be developed and implemented by installation and facility commanders.
4.D.  Installation and facility commanders may authorize additional security requirements based on the type of installation, security level, and category of individuals requiring access, Force Protection Conditions, and the level of access to be granted, as necessary.
5.  Command and Signal.
5.A.  Real ID Act requirements and contents of this MARADMIN cannot be waived.
5.B.  This MARADMIN is applicable to the total force.
