Documenting National Security Personnel System (NSPS) Training for Marine Corps Personnel
This MARADMIN establishes procedures for documenting National Security Personnel System (NSPS) training for Marine Corps military personnel who supervise or manage civilian employees converting to NSPS. The Marine Corps Total Force System (MCTFS) has been updated to track completion of required NSPS training courses, and command NSPS program managers must ensure training rosters are forwarded to unit diary reporting offices for entry into MCTFS as soon as training is completed.

1. APPLICABILITY. THIS MARADMIN APPLIES TO ALL MILITARY SUPERVISORS AND MANAGERS OF CIVILIAN EMPLOYEES WHO CONVERT TO NSPS. 2. BACKGROUND. PER REF A, THE MARINE CORPS IS CONVERTING ITS FIRST ORGANIZATIONS TO NSPS ON 21 JAN 07. NSPS IS A PAY-FOR-PERFORMANCE SYSTEM DESIGNED TO MANAGE, COMPENSATE AND REWARD CIVILIAN EMPLOYEES FOR THEIR ACCOMPLISHMENTS AND CONTRIBUTIONS IN SUPPORT OF THE USMC MISSION. SUCCESSFUL DEPLOYMENT OF NSPS IS CRITICAL TO OUR OVERALL TRANSFORMATION TO A RESULTS-ORIENTED AND HIGH-PERFORMING CULTURE. A KEY PIECE TO IMPLEMENTING NSPS EFFECTIVELY IS COMPLETING REQUIRED NSPS TRAINING. 3. TRAINING REQUIREMENT. ALL MILITARY SUPERVISORS/MANAGERS OF CIVILIANS WHO CONVERT TO NSPS ARE REQUIRED TO ATTEND THE FOLLOWING NSPS TRAINING COURSES: 1) HR ELEMENTS FOR MANAGERS, SUPERVISORS AND EMPLOYEES, AND 2) PERFORMANCE MANAGEMENT FOR MANAGERS AND SUPERVISORS. IN ADDITION, MILITARY PAY POOL PANEL MEMBERS OR PARTICIPANTS IN PAY POOL MANAGEMENT FUNCTIONS MUST COMPLETE THE PAY POOL MANAGEMENT FOR MANAGERS AND SUPERVISORS COURSE. THESE REQUIREMENTS APPLY NOW TO SPIRAL 1.2 ORGANIZATIONS, AND FOR PLANNING PURPOSES, ALSO APPLY TO ORGANIZATIONS CONVERTING UNDER FUTURE SPIRALS. FOR INFORMATION ON NSPS CONVERSION SCHEDULES, CONTACT YOUR LOCAL NSPS PROGRAM MANAGER. SUPERVISORS/MANAGERS WHO DO NOT COMPLETE REQUIRED TRAINING WILL NOT BE AUTHORIZED TO DEVELOP AND APPROVE EMPLOYEE PERFORMANCE PLANS, AND WILL NOT BE ABLE TO APPRAISE EMPLOYEE PERFORMANCE AND FULFILL THEIR DUTIES AS RATING OFFICIALS. PAY POOL MANAGERS/PARTICIPANTS WHO DO NOT COMPLETE REQUIRED TRAINING, WILL NOT BE AUTHORIZED TO FULFILL THEIR PAY POOL MANAGEMENT DUTIES. REFER TO MARADMIN 488/06 FOR ADDITIONAL INFORMATION ON REQUIRED NSPS TRAINING. 4. DOCUMENTING COMPLETED NSPS TRAINING. TO PROVIDE ASSISTANCE TO ORGANIZATIONS AND MILITARY PERSONNEL IN TRACKING REQUIRED NSPS TRAINING, THE MARINE CORPS TOTAL FORCE SYSTEM (MCTFS) HAS BEEN UPDATED TO ACCOMMODATE COMPLETED NSPS TRAINING. THE MCTFS HAS THE CAPABILITY TO TRACK THE THREE COURSES LISTED IN PARAGRAPH THREE ABOVE, AND WILL BE USED TO DOCUMENT ALL COMPLETED NSPS TRAINING BY MARINE CORPS MILITARY PERSONNEL. AS WE MOVE FORWARD IN OUR TRANSITION, OTHER NSPS COURSES MAY BE ADDED TO MCTFS, AS REQUIRED. 5. THE PREFERRED METHOD FOR REPORTING OF NSPS TRAINING IS MCTFS. ALL COMMAND NSPS PROGRAM MANAGERS SHOULD ENSURE TRAINING ROSTERS ARE FORWARDED TO THE APPROPRIATE UNIT DIARY REPORTING OFFICE FOR INPUT INTO MCTFS AS SOON AS POSSIBLE ONCE TRAINING IS COMPLETED. ROSTERS FOR TRAINING ALREADY COMPLETED BY MILITARY PERSONNEL FOR SPIRAL 1.2 ACTIVITIES WILL ALSO BE FORWARDED AS SOON AS POSSIBLE. ALTHOUGH THIS IS THE PREFERRED METHOD, COMMANDS MAY LEVERAGE OTHER PROCESSES AS LONG AS THEY CAN FORWARD DATA FOR APPROPRIATE MCTFS ENTRY PER PARAGRAPH 51201 OF THE ON-LINE MCTFSPRIUM. COMMANDS MUST COMPLY WITH PRIVACY ACT REGULATIONS TO ENSURE THE PROTECTION AND PROPER HANDLING OF PRIVACY ACT DATA IAW REF B. THE FOLLOWING INFORMATION IS NEEDED FOR UPDATING NSPS TRAINING DATA IN MCTFS: A. UNIT B. SSN C. LAST NAME, FIRST NAME AND MIDDLE INITIAL D. EFFECTIVE (COMPLETION) DATE E. MCTFS COURSE CODE/COURSE TITLE (SEE INSTRUCTIONS IMMEDIATELY BELOW) UNIT DIARY SECTIONS WILL USE THE TTC 483 ENTRY FOR REPORTING THE TRAINING EVENTS IDENTIFIED IN PARAGRAPH THREE ABOVE AS FOLLOWS: (1) CA: HUMAN RESOURCE ELEMENT FOR MGR, SUPER, AND EMPLOYEES (NSPBE). (2) CB: PERFORMANCE MANAGEMENT FOR MANAGERS AND SUPERVISORS (NSPAS). (3) CC: PAY POOL MANAGEMENT FOR MANAGERS AND SUPERVISORS (NSPEP). 6.
