FY 2007 Defense Leadership and Management (DLAMP) Participant Solicitation
This MARADMIN solicits nominations for the FY 2007 Defense Leadership and Management Program (DLAMP), a DOD-wide leadership development program for senior civilian personnel. The program is open to civilian Marine personnel at GS-14 and GS-15 levels (exceptional GS-13s will be considered), with complete nomination packages due to MPC-30 by 9 January 2007.

1. THE DEPARTMENT OF THE NAVY (DON) HAS EXTENDED AN INVITATION TO THE UNITED STATES MARINE CORPS TO NOMINATE INDIVIDUALS FOR THE DEPARTMENT OF DEFENSE (DOD) DEFENSE LEADERSHIP AND MANAGEMENT PROGAM (DLAMP). COMPETITION IS OPEN TO CIVILIAN MARINE PERSONNEL GS14 AND GS15, AND EQUIVALENT, EXCEPTIONAL GS13S WILL BE CONSIDERED. THE GOAL OF THE PROGRAM IS TO DEVELOP SENIOR CIVILIAN LEADERS WITH A DOD-WIDE PERSPECTIVE; SUBSTANTIVE KNOWLEDGE OF THE NATIONAL SECURITY MISSION; A SHARED UNDERSTANDING, TRUST, AND SENSE OF MISSION WITH MILITARY COUNTERPARTS, AND STRONG LEADERSHIP AND MANAGEMENT SKILLS. ONLY NOMINATIONS PROCESSED BY MPC-30 WILL BE CONSIDERED. 2. A BOARD OF SENIOR EXECUTIVE SERVICE MEMBERS AND GENERAL/FLAG OFFICERS WILL REVIEW APPLICATIONS AND SELECT NOMINEES TO BE FORWARDED TO THE PRINCIPAL DEPUTY OFFICE OF THE UNDER SECRETARY OF DEFENSE (PERSONNEL AND READINESS) FOR REVIEW AND FINAL RATIFICATION BY THE DOD DLAMP COUNCIL. 3. EACH PACKAGE MUST INCLUDE AN ORIGINAL AND SIX (6) COPIES OF EACH APPLICATION AND MUST BE RECEIVED BY MPC-30 NLT 9 JANUARY 2007, ALONG WITH THE FOLLOWING DOCUMENTATION: A. DON DEFENSE LEADERSHIP AND MANAGEMENT PROGRAM NOMINATION CHECKLIST. B. DOD 2007 DLAMP APPLICANT INFORMATION SHEET. C. RESUME AND EDUCATION HISTORY (EXCLUDING EDUCATION PROGRAMS LASTING LESS THAN TWO WEEKS; THREE-PAGE LIMIT). D. QUALIFICATION STATEMENT, DESCRIBING HOW YOU MEET EACH OF THE SENIOR EXECUTIVE SERVICE EXECUTIVE CORE QUALIFICATION (ECQS) AND THE DEFENSE CRITERION (A SEPARATE PARAGRAPH FOR EACH CRITERION; THREE-PAGE LIMIT). E. STATEMENT OF CAREER ASPIRATIONS AND GOALS, AND SUITABILITY FOR DLAMP, DESCRIBING FUTURE GOALS, HOW DLAMP WILL ASSIST IN OBTAINING THESE GOALS, AND WHY DON SHOULD NOMINATE YOU FOR PROGRAM PARTICIPATION (TWO-PAGE LIMIT). 4. FIRST-LEVEL SUPERVISORS (AT THE SES/GO/FO LEVEL) NOMINATION LETTER, SPECIFICALLY ADDRESSING THE FOLLOWING FOUR (4) ITEMS: A. THE EMPLOYEES QUALIFICATIONS FOR ACCEPTANCE INTO DLAMP. B. PLANS FOR THE APPLICANTS FUTURE ASSIGNMENTS/CAREER PATH CLEARLY ASSESSING THE APPLICANTS FUTURE LEADERSHIP POTENTIAL. C. A STATEMENT ADDRESSING THE SUPERVISOR'S COMMITMENT TO RELEASE THIS EMPLOYEE FOR DEVELOPMENTAL PURPOSES AS DIRECTED IN THE DLAMP REQUIREMENTS. D. THE SUPERVISOR'S PERSONAL COMMITMENT TO ENSURING THIS EMPLOYEE COMPLETES THE PROGRAM WITHIN THE NEXT TWO TO FIVE YEARS. E. SELECTIONS WILL BE MADE AT THIS HEADQUARTERS BY A PANEL CONSISTING OF SENIOR EXECUTIVE SERVICE MEMBERS. NOMINATION PACKAGES MUST INCLUDE AN ORIGINAL AND TWO COPIES OF ALL NOMINATION PACKAGES FROM DLAMP PARTICIPANTS WILL NOT BE ACCEPTED. 10.
