FY24 NROTC Selection Board MOI Results

This MARADMIN announces the results of the FY24 Naval Reserve Officer Training Corps (NROTC) Selection Board for Marine Officer Instructors (MOI), Executive Officers (XO), and Professors of Naval Science (PNS). The board, which convened on 12 October 2023, selected 19 officers for MOI positions at various universities across the United States, with assignments beginning in 2024. Selected officers must acknowledge their selection and contact their PMOS monitor by 7 December 2023.

1.  Per reference (a), on 12 October 2023, the FY24 Naval Reserve Officer Training Corps (NROTC) selection board convened to select officers for duty as Marine Officer Instructors (MOI), Executive Officers (XO), and Professors of Naval Science (PNS) beginning in 2024.  The board considered the records of all officers who applied against the requirements of the available universities, individual career progression, competitiveness, preferences of the applicant, and overall needs of the Marine Corps.  As an integral component of our officer corps accessions, only those officers who met the standard of best and fully qualified were selected for duty with the NROTC.<br>

2.b.  This message serves as notification of orders for officers listed in paragraphs 2.a.<br>
2.c.  Manpower Management Officer Assignments (MMOA) will publish the list of officers selected as alternates via the MMOA-3 "Board Updates and Information" webpage located at https:(slash)(slash)www.manpower.usmc.mil/webcenter/portal/MMOA3_BUI and then selecting the "NROTC Selection Board" link.  The list will be posted alphabetically by full name and PMOS.  No action is required by officers on this list.  If a command becomes vacant due to unforeseen circumstances, an alternate will be fleeted up from the alternate list.<br>
3.  Selected officers are directed to contact their PMOS monitor NLT 2359 7 December 2023 to acknowledge their selection.  Per reference (a) by volunteering and applying for NROTC duty, officers agreed to be assigned to any available NROTC billet.  Requests for declination by career designated officers who volunteered and were selected for NROTC duty will not receive favorable consideration.<br>
3.a.  Officers selected as primaries who have not yet accepted career designation will be offered Career Designation (CD) in conjunction with this assignment.  Retention & Release Officer (RRO), MMOA-3 will notify all officers being offered CD via Marine Online (MOL). Officers offered CD must accept or decline the offer by responding to the MOL message NLT 2359 7 December 2023.  Officers who do not respond to this offer by the deadline will be considered as having declined CD and will execute their existing EAS.<br>
3.b.  There is no deferral of selection.<br>
3.c.  Once an officer acknowledges their selection they are subject to reference (b) and (c).<br>
3.d.  Declinations.  Only officers whose obligated service ends prior to their report date, or officers who have not yet accepted CD are able to decline their selection.  Officers eligible to decline have until 2359 7 December 2023 to decline their selection. Officers who decline the offer of CD in conjunction with this panel selection will execute their current EAS IAW MCO 1001.65A.  Officers who elect to decline their selection are deemed as resigning in lieu of orders.  Officers who resign in lieu of orders will exit the service NLT the last day of the month they were required to report to their future unit.  Officers choosing to resign in lieu of orders will exit the service NLT 31 June 2024.<br>
4.  Each officer assigned to NROTC duty will become part of the university staff.  All officers will be issued orders immediately to their respective universities.  The report date unless otherwise directed by the NROTC staff or university will be NLT 31 June 2024.  All officers nominated by MMOA for these positions must be accepted by their respective university prior to the execution of those orders.<br>
